Subject: Combined Request for Qualifications (RFQ) and Request for Proposals
(RFP) to provide narrative Acquisition and Disposition Appraisals:
Kalispell City Airport.
The City of Kalispell is soliciting expressions of interest, qualifications, and a proposal(s) from
real estate appraisers relative to appraising property which may (i) be acquired for airport
purposes, (ii) sold for private redevelopment, and (iii) leased for private commercial or airport
related use. The engagement may include a minimum of two (2) acquisition appraisals, two (2)
disposition appraisals, and a discussion of highest and best use and lease rate(s) for I-1 zoned
land. The City is expecting to contract with one or more firms or individuals for appraisal
services in a total amount of approximately $5,000 - $10,000 during the next 30 - 60 days.
The property to be appraised for acquisition purposes include:
1. Tracts 5 and 5.25 in the SW 1/4, SW 1/4 of Section 17, Township 28 North,
Range 21 West; Size: 43,381 square feet.

West; Size: 1.478 Acres.

A description of the parcels to be acquired is attached. All parcels are zoned B-2 GENERAL
BUSINESS. A copy of CHAPTER 27.14 B-2 GENERAL, BUSINESS sections of the City of
Kalispell Zoning Ordinance is also attached.
The property to be appraised for disposition and private redevelopment include:
1. Parcel 6; a 12.527 acre parcel owned by the City of Kalispell and located between
the runway and U.S. Highway 93. A description is attached.
2. Parcel 2; a 4.100 acre parcel owned by the City of Kalispell and located east of U.S.
Highway 93 and north of Lion Park Street.
A description of the parcels to be sold is attached. Both parcels are zoned B-2 GENERAL
BUSINESS; however they are currently improved baseball/softball recreational fields. The
appraiser does not need to include a description of the existing improvements nor estimate value
for the improvements. The appraisal must however, include a thorough discussion of the highest
and best use of the property.
The City owns additional acreage located between Airport Road and the runway north of the
City's Sanitary Sewer Treatment Plant. It will ask the appraiser(s) to provide a discussion of
the highest and best use for the property and an estimate of a range of value for long term lease
and redevelopment of the area for airport related uses or other uses permitted in an I-1 zone.
A copy of CHAPTER 27.18 I-1 LIGHT INDUSTRIAL section of The City of Kalispell
ZONING ORDINANCE, is attached. The appraiser(s) discussion of the area must include
consideration of redevelopment of the area with uses which will have the greatest beneficial
impact for the City/Airport Authority, in terms of Net Operating (lease) Income (NOI) over a
minimum 20 year term.
Additionally, the City may consider a subsequent request for the appraiser(s) to provide
acquisition appraisals of parcel(s) which may be required to extend the runway to the south.
Thus, this engagement is to include a preliminary discussion and current estimates of
land/improvement values and value trends for privately held parcels(s) located at the south end
of the runway. The appraiser should also include an estimate on the cost of providing full
acquisition appraisals. The City may elect not to proceed with full acquisition appraisals for the
additional land.
The appraiser(s) should expect to furnish the city with Five (5) complete copies of each appraisal
and discussion draft and furnish the estimate of providing additional copies if required.
Those wishing to respond to this solicitation should provide written proposals detailing how they
would approach the assignment along with the following information:
1. Company or Business brochures, if available.
2. Resume' of the individual, and other personnel who may be assisting in the appraisal
preparation.
3. A list and brief description of past work of a similar nature.
4. A statement indicating that the appraiser will comply with the Governmental Code of Fair
Practices and Title VI of the Civil Rights Act of 1964.
5. A brief statement of any otp ential conflict of interest as which may arise as a an
actual or potential user, renter, or investor in any activity related to the
operation(s) of the Kalispell City Airport, Glacier International Airport or any
other airport facility located within the Flathead Valley.
6. Some indication of your response time and availability for work on an as -requested basis
(i.e., how soon after being notified can you begin work on an appraisal assignment,
whether you can continue with a project assignment until it is complete and some
indication of a willingness to work on subsequent appraisal assignments.
7. A thorough discussion of how you would approach the assignment, time for completion
of each phase, and the cost for each phase of the assignment and the method used to
determine the cost, i.e. hourly, fixed fee, or other.
All proposals will be evaluated in accordance with the following factors which will be weighed
in accordance with the indicated percentages.
1. Previous experience on appraisal of Eminent Domain projects 30 %
2. Experience and qualifications of the individual to be appraising 30 %
3. Availability
20 %
4. Price 20 %
Following the review and evaluation of all proposals, the list of interested appraisers will be
narrowed to approximately 3. These individuals or firms may then be requested to submit
further information regarding salaries, daily rates, overhead, per diem rates, and estimated costs
for preparation of appraisal reports on the various appraisal formats being utilized by the City.
A daily rate for litigation preparation and testimony is also necessary.
After the final individuals or firms have been selected further negotiation may be necessary to
arrive at the final rates for each individual contract or appraisal assignment.
Following final selection and rate negotiations, a term contract will be made with each selected
appraiser or firm for provision of appraisal services. The City anticipates negotiating a contra
for appraisal services to commence on or before June 1, 1995
