03-10-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 10, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, City Engineer Jeff Clawson, Building Official Dan Diehl, Fire Chief P.J. Sorensen, Chairman GUESTS: James Freyholtz, MDT; Jeff Walla, Stelling Engineering; and Steve Herzog, CTA Engineering. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: None. NEW BUSINESS: Applebee's — 2322 Hwy 93 N; new restaurant — We are still waiting for Landscape Plans. This went through Architectural Review on Tuesday and Walla wants to make those changes and add the Irrigation Plan, too. The Lighting Plan needs details on the pole heights and fixture type cut sheets. The parking, where the spaces come at the end, we've had problems where there is only 90 degrees with a spot and a spot, and getting some additional separation with possibly taking out one spot and maybe moving it further over would be a good solution. They will cross stripe out the spots and leave the geometrics the same on the curb and gutter. The architect is working on doing something on the southwest corner. They did put some pine trees on the back corner to help screen. They may get more evergreens in there, too. Walla has been coordinating with Steve Lorch to get the Spring Prairie review going. They don't have a fire turn around lane. They may need to reduce their curbs for fire truck access. It doesn't appear that they will have a "to go" entrance. They will put the Fire Department connection on the west wall so it doesn't obligate their truck being in there more than 150 feet. The building will be fully sprinklered. There may be further comments from Public Works and Parks on this. They hope to break ground in mid -April. PLANNING OFFICE ITEMS: We have received a request for annexation off of South Woodland. Adjacent to the City, across from Quincy Loop. The property goes west to the slough, and they intend to build a house. Conditional Use Permit on Buffalo Hill Drive — adjacent to the golf course. Adult Care Home for four adults. Existing house. Samaritan House — CUP for kitchen and cafeteria in the old US Army Reserve Center. Diehl stated that they plan to put children in there and use it as an education facility. There would need to be a change of use. It would also need to be fully sprinklered. Clawson noted that the cooking equipment probably doesn't meet today's standards. Also, they are planning to put more beds in their existing facility, which could require sprinkling of that facility, too. OTHER REPORTS: Armory - north of town — request for annexation. They have their own water system. They have a fire flow system where they have a reservoir and a pump dedicated for that. They have their fire hydrants set up, and an existing operation maintenance facility. They had a problem with their water system and their domestic well. They have a separate well for domestic and for fire flow. They are working on a temporary fix, but are inquiring as to annexing into the City and hooking up to the City water. Originally, the agreement that was used had the fire flow connection being over $800,000 for the late comer's fee, which made it cost prohibitive. The actual late comer's fee is based on square footage as opposed to how that was being calculated, so the recalculation figure is about $135,000 to hook up the fire flows. So now they would like to hook everything up ... sewer, water, and fire flows. They would need to tap into the Silverbrook main and bring a line over. They need to know what this will entail, what's going to be required, and how detailed a plan we will need. Herzog is trying to come up with a cost for them. The old building up there is not sprinklered, but the newer building is. Diehl said the unsprinklered building would have the highest requirement for fire flow. Burnham suggested they look at the hydraulics of it. They could run an 8" all the way up and there is an easement that becomes a City line, then they could take both the domestic and the fire flow off of it. Herzog asked if they could set up an SID so the adjacent people could tap into it and be assessed or do they need to fund the whole project. Burnham stated they would fund it if it's an 8" because that's our minimum pipe size, and our Extension of Services Agreement only allows collection on a line that's larger than the minimum size. So they'd have to take this 8" all the way down and then tap off for water and fire. City Policy would require anyone else to annex and pay impact fees if they tapped into services. An 8" line may not be sufficient for everyone there. The City won't require them to put a larger line in, and there isn't an opportunity for a Late Comer Agreement. The line coming across will have to be an 8" line. What we'll end up doing is working directly with them, and we'll probably bring a 12" across there, and we'll pay the difference. Then when other people decide to develop, they would come right off of that. We could go 8" from here on down, and there would be a 12" coming across. This 8" water line and the sewer line would need to be in an easement. Diehl stated that they would not need any additional hydrants. KFD will also need a Knox Box in order to have access to the building. Burnham stated that the City will need to chlorinate the private system prior to connecting on the domestic water. There wouldn't be any cost or further requirements for stormwater. If they chose not to put in complying City fire flow lines, their present system would need to meet the City's required fire flows or stay in their own fire district, according to City Attorney Charlie Harball. Site Review, however, recommends against them staying with their own fire district, as it would be confusing for responding entities and for dispatch. Spring Prairie Phase III — Burnham asked if there was a Transportation Impact Analysis done on the entire Spring Prairie Development.
