Mayor Kennedy, Chairman Nystul, Chairman Ruiz, Councilwoman Hafferman, DPW Hammer,
Surveyor Zavodny, Construction Inspector Van Dyke, W/S Supt. Hyde, Terry Richmond of
Morrison-Maierle, Inc., and John Williamson present.
HEAT PUMP DPW Hammer wanted to make the Committee aware that P P & L wants to be
able to use the City's Water System to generate heat in the winter and air conditioning
in the summer. They would like to install one at the Medical Arts building this year.
DPW Hammer had concerns and did a fact finding investigation. He received a letter
from the doctors and the Chairman of the Hospital stating that they were in favor of
putting this system in. The letter was brought to the WQB and they generally agreed
that they couldn't see a problem. W/S Supt-. Hyde reported that he has been talking
with the City Engineer for the City of Efrada, WA, and they have a well that the _
water temperature reaches 80` and have had complaints from people that their tap
water is too hot and that they want to cool their water down. The City installed a
heat pump in the courthouse that provides air conditioning in the summer and heating
in the winter. The City has been using it for four or five years, they check it every-
day and haven't had any problems. They concluded that as long as the heat pump is
properly done, it doesn't put the water system at risk. He went on to explain that
source water comes through a line into the heat system and goes through the heating
unit and then once it is complete it goes back into the system through another pipe
and is returned to the water system at another point with the only change being the
temperature. A meter can be placed on the system as well. WQB has stated that any
type of heat exchange unit has to be made -out of something better than copper because
of the corrosion potential and are requesting that -it be -a double wall heating unit.
C. Nystul pointed out that this would be separate from domestic supply. DPW Hammer
stated that P P & L will bring in an engineer and bring the issue before the City Council
next week.
WILLIAMSON SEWER EXTENSION Terry Richmond stated that Grandview area was looked at
• for a SID for sewer extension and the majority of the residents in that district were
opposed. Mr. Williamson has a problem with his sewer system and plans to extend the
sewer main at his own expense. Public Works Staff met with Mr. Richmond on November
5, 1987, to review the plans to install the sewer to the Glacier View cul-de-sac and
was referred to the Sewer and Water Committee in regard to some questions raised at
that time. Mr. Richmond provided a copy of the vicinity plan for the Committee to
refer to. There was a discussion of various routes to be taken with the extension.
To extend the main, there is a fire hydrant obstruction and will have to be moved.
DPW Hammer stated his concerns regarding extension of sewer service in regard to where
some lots will be sewered at. There should be an engineering study done for the whole
area so that whatever extension is done on Grandview becomes part of the total picture.
W/S Supt. Hyde agreed that anything extended in any direction should be put in to
maximize the potential of the service area. There is a question of going deeper to
extend for the future. The Committee agreed for the City to pay the difference if
the pipe did have to go deeper. C. Nystul also pointed out the problem of the other
residents not being interested at this time to hook on, but maybe sometime in the
future if someone builds a 4-plex.on his property, he .may want to hook on at that time.
The Committee authorized Morrison-Maierle to get some grades and a proposal to look at
the slain to see which way is best. Mr. Richmond requested the Committee to waive the
sewer connection fee for Mr. Williamson. The Committee agreed to waive the hookup
fee for the 4-plex Mr. Williamson owns. C. Nystul stated that this may be an incentive
or encouragement to provide the sewer service to the area and a way for the City to
indirectly participate in the project. The Committee authorized the Water Department
to move the fire hydrant as well. The Developer's Extension Agreement should be
reviewed by the City Attorney then DPW Hammer and W/S Supt. Hyde, and then submitted
. to Council Monday, November 16, 1987. DPW Hammer recommended for the Developer's
Extension Agreement to have a reasonable interest rate. Surveyor Zavodny expressed
his concerns relative to the 20.' minimum easement for Grandview Heights Add'n No. 1,
Lot 2 and Grandview Heights Add'n No. 2, Lot 4. The property is in a R4 Zone with

a 5' side lot setback. There should be no building at all within this easement and
current and future potential property owners must be aware of this building restriction.
Mr. Williamson acknowledged this point. Terry Richmond stated that he had a couple of
draft easements that he would review with the City Attorney.
FREDENBERG ANNEXATION AGREEMENT W/S Supt. Hyde reported that Ron Fredenberg, who lives
outside the City limits in Ridgeview Subdivision directly adjacent to ➢r. Rogers' sewer
system, has a failed septic system. He will have to pay Dr. Rogers $190.96 plus 13%
per year for three years and has already paid his hookup fee. He has signed the
Annexation Agreement, but cannot be annexed right away because he is not contiguous.
The problem with paying is the bank - Northwest/Norwest Bank - doesn't have any record
of the escrow. C. Nystul stated that the receipt Mr. Fredenberg receives should be from
the same entity that is on the Developer's Extension Agreement.
9TH ST. OVERFLOW W/S Supt. Hyde stated that this project is one of the few projects
that didn't get done as part of the 5th Ave. W. job, } block section of 18" line.
There is a problem of flooding basements in the spring. T, D & H has prepared the
plans and specifications, there are contracts for the Council to authorize the Mayor
to sign. W/S Supt. Hyde also has received quotes for this project: Pack - $8,625,
LHC - $8,640, and Tabor - $9,673, Pack being low by $15. The bid is for labor, materials,
manhole, backfill and compaction. After the pipe has been laid, DPW Hammer will look
at the condition of the street to decide what should be done in regard to repair.
REMICK SEWER W/S Supt. Hyde stated that -this project is.also part of the 5th Ave. W.
job but in order to begin, the trunk line will have to be abandoned first. He pointed
out that these projects were budgeted for this year with bond money left over from
the 5th Ave. W. job. The Sewer Division is to conduct an exploration of the service
lines that are tied onto the trunk line. C. Nystul pointed out that the price from
T, D & H for plans and specifications for this project needs to be addressed because
• resolution of deviation of pipe on 1st Ave. W., north of 14th St., and the promise
to the Remick's to induce them to sign the easement. The price needs to be negotiated.
W/S Supt. Hyde stated that the price is a negotiating point, the City was never satisfied
with the way the sewer line was realigned because of the right-of-way problem. DPW
Hammer stated that if the Public Works Staff had been involved in the project more they
would have made sure that everything would be in order. The Committee declined to
recommend that the Council authorize the Mayor to sign the contract for design of the
Remick Sewer Project until a satisfactory amount be negotiated with T, D & H.
STAHLY ENGINEERING W/S Supt. Hyde reported that Dave Stably is in Arizona and has
left Paul Stokes to run the Helena and Kalispell offices. DPW Hammer stated that
proposals for doing the treatment plant design need to be looked at as if starting over
and weigh each engineering firm on their own merits and make sure who will be on their
staff. W/S Supt. Hyde stated he will put out the proposals this week or next week.
HIGH PRESSURE WATER ZONE W/S Supt. Hyde reported that the portion of the City that is
served by the water tower seems to be growing fast. In summer, the pumps would run
about 1} hours and would take two hours to reach the full point. With all of the large
scale developments in that area, some major improvements need to be made. The Committee
authorized W/S Supt. Hyde to have an engineer do a "mini master" plan for that area,
look at the high pressure zone, and recommend how to effectively spend the money to
improve the area. Surveyor Zavodny pointed out that the engineer should be aware of
the Sunnyview Construction long range plan.
TOWN PUMP Mayor Kennedy stated that the Town Pump is in violation of the canopy rights
• and wanted the Committe's feelings about whether we should pursue this violation.
The State Highway Department is evidently not very interested in pursuing it. DPW Hammer
stated that if pursued this violation should be pursued by Building Code Violation.
12 YARD DUMP TRUCK BID DPW Hammer informed the Committee that he would like to spend
more time researching the Crysteel Dump Body before making any recommendation.
