EXPERIENCE
Th"' T-three years of experience as an academic, public agency official
(Economic Development Manager), and consultant providing economic and
financial analyses to assist firms, agencies, and communities with information
for complex decisions. His experience has been diverse, ranging from typical
real estate feasibility analysis to analyses of the implications for real estate
values and development near land fill sites and public amenities, such as
daylighting a creek; from the impact of fire code revisions on small businesses
to economic development strategies to move a community toward its vision.
Information, analysis, research, and ilmplementation has been provided, often
in conjunction with multi -disciplined teams of consultants and/or client's staff.
Much of the work of this consultant is concentrated in five practice areas:
® Real estate analysis - market and financial feasibility analyses for sites as small as
3/4ths of an acre to Parcels of 4,900 acres; site and location assessments
® Strategic planning, research and implementation analyses for comprehensive and
subarea land use plans, economic development, central and neighborhood business
district revitalization, capital facilities funding strategies, and other major public
assignments
® Municipal finance has been a specialty as an academic, public official, and
consultant, including financial analyses and strategies, projections for revenues and
expenditures and/or capital facilities
® Economic, fiscal, property value and development impact studies for public and
private facilities, plans, programs, and regulatory proposals
® Feasibility studies for major public investments in public assemble facilities,
cultural, recreational, tourism, educational and athletic facilitates, implementation
plans, management and organization studies
In addition, Mr. Frerichs' experience is increasingly being recognized by being called on
to serve on assignments such as those for the American Institute of Architects'
Regional/Urban Design Assistance Teams; the Urban Land Institute's Visiting
Advisor-\? Panel, Portland/Metro's Urban Growth Boundarti, Peer Review Panel, state
and national conferences. Periodic speaking, writing, and workshop opportunities for
topics from real estate to economic development occur frequently. Expert testimony
for judicial and quasi-judicial settings provides evidence of the recognition of his
experience by others. Mr. Frerichs' assignments as a consultant have been carried out
in areas from Adak, AK to Burlington, VT; including the States of Washington,
Oregon, Idaho, Louisiana, Vermont, New IVlexico, Texas, and Alaska
