02-24-87 Safety Comm MinutesXP SAFETY COMTNIITTEE MEETING IIIPIUI'ES SEPTEIMER 24, 1987 The Cor ittee met in the Council Chanters on this date at 4:00. P. M. Present were Chairman Schindler, Coimittee meruber Saverud, Mayor Kennedy, Police Chief Clark, DW Hamner, James Keller, bus driver and representative for Deanna Thielman, Transportation Director, Flathead Council of Aging and representative of Friendship House, Roni Palicz, Roni Palicz described the hazardous situation in parking around Friendship House and also that the handicapped Larking spaces are not adecivate either in size or location. She asks that these problems be corrected. Keller pointed out the problems of the loading zone for a 19 passenger transit bus be also addressed. .Discussion of the handicapped sign itself and limitations and penalties being more defined. Schindler suggested that we recommend to Council to paint the strip from the corner back and sign as loading zone. Saverud recommended that we authorize Chief Clark and Hammer to study the situation and report back to Council. A lengthy discussion was held on the proposed bus route for Eagle Transit. There would be about 15 stops on city streets, one would be a timed departure and the others would be flag stops. Chairman Schindler referred to the proposal from the Council on Aging on the project and items such as signing, posting, snow removal at designated stops, rate of $1.00 per trip, October time frame expected, depending on. delivery time for bus, and the effect stops would have on homeowner's properties and downtown*areas were discussed. C. Schindler reported that Joe Withey had planned to attend this meeting to discuss the traffic problems on Highway #93, but was unable to be hare. Mayor Kennedy referred to a letter and previous conversations with Jere Johnson, R.S. Environmental Health Specialist of the Flathead County Health Department regarding safety hazards on and around Hedges School playground. This problem was discussed and length. C. Saverud felt that we should take a look at even a bigger picture of this area -this has been an ongoing problem for oeveral years. Recommendations will be made to the Council on measures to reduce hazards in the area. , The meeting adjourned at 5:00 P. Dear Mayor Kennedy: On September 9, 1987 we discussed the safety hazard involving the alley open to vehicular traffic through Hedges schools playground. A letter from this department was sent to the City Council on October 7, 1985.i.nforming them of this safety hazard According to the State Health Regulations for.Schools, set forth by the Admin- istrative Rules of'Montana 16.10.1116, "The school site must be free of objects or conditions which create unreasonable or unnecessary dangers to health or safety. The alley, which is open to vehicular traffic, is a safety hazard to the school.children. We also discussed safety conditions adjacent to the school and playground area. The heavy use of 8th Street East involving county services for the disabled, elderly, infant immn,ization, and various other services doe s create a safety hazard especially to the school children. This office recognizes the use of the alley and the adjacent city road with no parking or traffic control markings does posse a serious safety hazard to the children. The preventative measures to help reduce the hazard are not of great complexity nor expense.
