06-14-11KALISPELL CITY PLANNING BOARD & ZONING COMMISSION MINUTES OF REGULAR MEETING JUNE 14, 2011 CALL TO ORDER AND The regular meeting of the Kalispell City Planning Board and ROLL CALL Zoning Commission was called to order at 7:00 p.m. Board members present were: John Hinchey, Chad Graham, Bryan Schutt, Rory Young, and Phillip Guiffrida. Troy Mendius and Richard Griffin were absent. Tom Jentz, Sean Conrad and P.J. Sorensen represented the Kalispell Planning Department. There were no members of the public in attendance. WELCOME THE NEW Hinchey stated Rory Young is the board's newest member PLANNING BOARD representing Flathead County. He welcomed Rory to the board. MEMBER ELECTION OF PRESIDENT Election of the President and Vice President of the City of & VICE PRESIDENT Kalispell Planning Board & Zoning Commission. MOTION Guiffrida moved and Schutt seconded a motion to table the elections until all board members are present. ROLL CALL The motion passed unanimously on a vote by acclamation. APPROVAL OF MINUTES Schutt moved and Guiffrida seconded a motion to approve the minutes of April 12, 2011 as submitted. ROLL CALL The motion carried unanimously on a vote by acclamation. PUBLIC COMMENT None. ANNEXATION — TODD & A request from Todd and Theresa Cardin to annex a 0.26 acres lot THERESA CARDIN and zone the land R-2 Residential upon annexation. The lot is located on the west side of South Woodland Drive at the intersection of South Woodland Drive and the southern lane of Quincy Loop. STAFF REPORTS KA-11-02 Sean Conrad representing the Kalispell Planning Department reviewed staff report KA-11-02. Conrad noted this is a request for annexation and initial zoning for a property located on South Woodland Drive across from Quincy Loop. The lot is approximately 11,000 square feet. Conrad added the planning board reviewed an annexation and initial zoning for the property immediately to the east of this lot at their April 12th planning board meeting, the same owners requesting annexation and initial zoning of R-2 (Residential) which went on to the city council and council annexed the property with R-2 zoning. Conrad reviewed a vicinity map of the property proposed for Kalispell City Planning Board Minutes of the meeting of June 14, 2011 Page 1 of 3 annexation and noted the owners have requested this annexation to accommodate the construction of a home and they would then consolidate both of the lots into one large lot. Conrad said the additional lots to the west that are also owned by the applicant are intended for an orchard. Conrad reviewed the growth policy map and noted this property is designated as urban residential which allows single family residential units and has densities between 3 and 12 units per acre. The requested zoning is compatible with the urban residential land use designation and the R-2 zoning is also consistent with surrounding zoning districts. Staff recommends that the Kalispell City Planning Board and Zoning Commission adopt staff report KA-11-02 as findings of fact and recommend to the Kalispell City Council that the property be annexed and the initial zoning for this property upon annexation be R-2, Residential. BOARD QUESTIONS Graham asked if the cost of services provided overrides the previous analysis that was submitted with the first annexation and Conrad said yes. Hinchey noted this request seems pretty straight -forward. Graham asked if the applicants were being assessed another round of impact fees and Conrad said no, the impact fees are not due until the building permit for the home is issued. APPLICANT/TECHNICAL The applicant did not attend the public hearing. SUPPORT PUBLIC HEARING Hinchey opened the public hearing and since there was no public in attendance the public hearing was closed. MOTION Schutt moved and Guiffrida seconded a motion to adopt staff report KA-11-02 as findings of fact and recommend to the Kalispell City Council that the property be annexed and the initial zoning for this property upon annexation be R-2, Residential. BOARD DISCUSSION None. ROLL CALL The motion passed unanimously by a roll call vote. OLD BUSINESS: None. NEW BUSINESS: Jentz reported the City Manager has indicated a desire for a joint meeting between the planning board and city council concerning annexation districts and annexations in general. The board and council will receive advance notice of the meeting when scheduled. Staff is tentatively planning an open house on July 12th to present the update of the City of Kalispell Subdivision Regulations to the public. ADJOURNMENT The meeting adjourned at approximately 6:12p.m. WORK SESSION Immediately following the regular meeting of the Kalispell City Planning Board and Zoning Commission a work session was held on the following: 1. Update of the Kalispell City Subdivision Regulations. 2. City of Kalispell Zoning Ordinance proposed housekeeping amendments. NEXT MEETING The next work session of the Kalispell City Planning Board has not been scheduled. The July 12, 2011 regular meeting is cancelled due to a lack of agenda items.
