OLD BUSINESS: Spring Prairie Phase 3/Kohl's- The have alternate plans because of
different drainage of grading plans on the west side of the site due to funding on their part. Public
Works is still reviewing this. Fincher stated that a lot of the landscaping has to do with the
islands. In the Resolution and the Ordinance and in the Subdivision Agreement, they need to put
trees in the islands, and they are proposing shrubbery. They have some plant material acronyms
but it doesn't say what it is. Parks is still reviewing it. Site work may start this fall with the
foundation. Their intent right now is to do the parking area. Dedman stated Fire is okay with this
project. Burnham sent them a letter with all the items that needed to be brought to their attention
and Public Works is looking at their alternate stormwater design. They want to give a lot of their
utilities to the City. We have an easement where our waterlines are, but as far as the sewer, there
is a sewer line that stubs in from Treeline Road and that's the end of our utility. All the gravity
lines, the lift station, the force main; all of that is theirs. We not received anything on the final plat
process. The have a box culvert they are going to put in on Treeline, and the extension of that to
the existing drainage. They still need some sidewalk on the north side. Otherwise, there is no
other subject infrastructure. Jentz noted that they also have some boulevard improvements that
haven't been completed. Fincher mentioned that there are BPA lines going through so they
would only be able to have small trees there. Jentz stated that they could bond for it, and have it
go to final plat within 30 days.
Dino Sore — modular on Claremont — they need to have their own water and sewer, not coming
from a building. Burnham stated that we don't know the temporary nature of the building, so
they would have an impact fee and their own separate connection. Then if they built a permanent
structure there, they would receive a credit for that impact fee. Although it is a temporary
structure, it still has an impact on the system.
NEW BUSINESS: Montana Sky on Burns Way — A CUP for a 60' communications tower
was previously approved. The foundation details have been submitted to the Building Dept.
There is a site plan as to where it is going and a vicinity plan. There is an extension through next
year, and they are finally coming in to build it. They have been communicating with Fred
Leistiko, and as long as the top doesn't exceed 3,200' in elevation, he has signed off on this
project. Alert was not happy with the height. It doesn't go up much higher than the trees
around it. There are no site changes. This is passed through Site Review.
Zip Trip — 2490 Hwy 93 N at Reserve; existing beauty salon space to be taken out and expand
the convenience store— Change of Use, but not changing the site. Making an office for one of the
managers and enlarging the beer cooler area. This project is approved through Site Review.
PLANNING OFFICE ITEMS: Nothing for the September meeting. They had a Public Hearing
on Tuesday on Subdivision Regulations and on some Zoning Amendments. One was regarding
the signs on Main Street from Center to 5th Street, maintain 5' of walkway. They have to have
insurance and name the City as additional insured. This will go to the City Council next.
