Citizen CommentsFebruary 7, 1999 To Kalispell City -County Planning Board: I want to speak against the Waterford development. I want to speak f or the kids who live on Summit Ridge Drive. On Summit Ridge Drive we have over 30 kids who are bike riding ages. Kids ride to schools and access their friends by using Summit Ridge Drive. Our street borders Northridge Park which will always be used by kids and adults. We have no sidewalks. Our street is wider than most city streets. Summit Ridge is basically a straight stretch with two curves. To encourage traffic to slow down our neighborhood asked the city for a speed bump. We were awarded a "slow children" sign. I'm concerned about the construction phase of this project. School will be out and kids will be on bikes when the foundations are poured and the building materials are delivered by the truckloads. When these vehicles use Summit Ridge, how safe will the kids be? This construction will be done over a period of months and again in various phases over the years. Increased danger will exist for the kids over and over again. Once construction is completed what about the service vehicles? Increased traffic equals increased danger. The gate that is proposed will only deter the neighbors temporarily. If the road is build the gate will open to Summit Ridge. Why else would an access be built if not to be used? We purchased lots on Summit Ridge Drive with the convenant that designated single family dwellings. Austin Miller, who was co-owner in Summit Farms development, talked about the day that Summit Ridge would extend to the west. Mr. Miller's plan was for single family dwellings, and I repeat single family dwellings, with the emphasis on the retirement community. What we have today is a neighborhood vs. a large multiple housing corporation. Kids' safety is at stake with the Waterford project. I want the kids safety issue to be heard loud and clear. As you are aware the Waterford Development Corp. plans on building a retirement community near my residence. While it would be my personal preference that this land never be developed, I realize that is an unrealistic dream. I do, however, have a realistic concern over the amount of traffic this facility will generate If this traffic is allowed to use an entrance off Summit Ridge they most surely will use it as it will be a shorter route for anyone coming from the south, which would generally be the case. I understand the need to have an emergency exit from the P.U.D. other than the currently proposed 4 Mile entrance. However, various gated options could be placed at the Summit Ridge point that would accomplish emergency access as well as ensuring general traffic enter and exit via the main 4 Mile Drive entrance. My wife and I have two sons, ages 1 and 3, who while generally staying in our yard are prone, like many of the children who live in the neighborhood, to chase a ball into the street, splash in mud puddles, or engage in various other activities that thoughtlessly place them in the street at times. There is a school bus stop on Summit Ridge were numerous children congregate. Summit Ridge is not a street designed for the commercial traffic that surely will be necessary to support a development the size and complexity of Waterford. Additionally should that road be open to through traffic it surely will be a short cut for people traveling to and from the ball fields. A significant traffic problem is already present at selected times associated with the Christian Center. I would hate to see a tragic accident occur. I ask you to act in the best interests of our children, the residents of Summit Ridge, as well as the developers of Waterford and allow an emergency gated access only to the Waterford Development off Summit Ridge Drive.
