At a recent work session, the developer and engineer, CTA, for Silverbrook Estates requested a
deviation from the City's current street lighting standards. Council directed that a specific
proposal be developed and CTA has done this. Their proposal is attached.
There are significant deviations from City standards, and these are noted in the Public Works
Department response, also attached. CTA will be present at the work session to outline their
proposal and to address the deviations from City standards. They have also been encouraged to
outline how the concerns of City Council, specifically that pedestrians are not forced to walk on
public sidewalks in the dark will be addressed.

Dear Mr. Freeman:
We have examined the referenced submittal and found the proposed lighting does not
meet the City Lighting Standards except for Silverbrook Drive. The lighting layout for
the remainder of the residential streets within the development deviates from the City
lighting standards as follows:
1. The minimum average illumination of 0.3 foot-candles at the outer edge of the
sidewalks has not been achieved (industry wide design guides recommend a
minimum of 0.2 foot-candles of illumination for sidewalks). The proposed lighting
provides 1 foot candle directly under the luminaire and 0.25 at the outermost edge
of the illuminated area.
2. The benchmark uniformity ratio has not been achieved.
3. The lights are not spaced to a consistent interval. The majority of the residential
sidewalks receive no illumination at all. There are many areas along the sidewalks
that have gaps up to 300 feet where there will be no measurable illumination.
We understand that CTA will bring this issue before the City Council during a work
session Monday, July 16, for discussion. We would recommend that you should be
prepared to discuss the following:
1. How your design deviates from the City standard.
2. The lighting level provided and how it deviates from the City Standard and how your
design addresses the dark spots where there is no measurable illumination.
3. The design fails to ensure pedestrians are not walking in the dark. The solution for
the dark areas does not lie in relying upon people's porch lights.
For sidewalk lighting you may want to consider bollards placed on the sidewalk side of
the street with shielding to prevent the light from impacting the street side.

Dear Mr. Castles:
Recently, we have been having discussions with you about the street lighting at
Silverbrook Estates. Our desire is to create a lighting network that meets safety
concerns but does not provide excessive lighting throughout the development.
On Monday June 18, 2007, CTA presented a proposal on our desired lighting pattern to
the City Council in a workshop format. Our preferred lighting pattern utilized a
decorative fixture and spaced the lights at a minimum 700' apart with lighting at every
intersection. Silverbrook Drive, which is the main Boulevard through the subdivision
would meet the city's lighting standard.
The result of the meeting is that the City Council instructed CTA to forward a proposal
through the Public Works Department for formal Council review and if appropriate,
approval.
Attached you will find our proposed lighting patterns. We have made modifications to
our original concept. This lighting plan places lights in average distances of 200 to 300
feet apart. There are two locations where lights are 500 feet apart. Lights occur at
every intersection and Silverbrook Drive follows the City Standard. Light standards
have been raised to 24 feet but we retain the ability to meet the City's Dark Sky
Initiative. It is important to note that:
■ CTA has raised the fixture height to 24',
• Increased the amount of light fixtures significantly from the previous plan,
■ Decreased the spacing of the fixtures,
■ Selected different fixtures than previously presented widening the lighting pattern,
■ There will be a significant amount of light emitted by porch lights, driveway and
yard lights in between the street light fixtures.
We believe this lighting pattern best represents all interested parties needs. We would
like to get this proposal to the City Council for their review as soon as possible. Please
let me know if I can do anything else to expedite this process.
