05/18/99 Hansz/Traffic SignalMEMORANDUM May 18, 1999 N To: Chris Kukulski, City Manager From: Jim Hansz, Director of Public M rks Subject: Traffic Signal at Rosauer's New Location The new ball field complex at Four Mile Drive replaces the ball fields at Daley Field adjacent to the airport. The City then divided Daley Field into three lots, and the middle one was sold to Rosauer's for a new market. Their project will be at the relocated US 93 / Third Avenue East intersection. Part of the sales agreement requires the City to install a traffic signal at this intersection. We will pay for this signal from the Airport TIF budget. If the construction of the US 93 project does not coincide with the need date for the light, then we are obligated to install a temporary signal, again, at our expense. For the past several weeks I have been working with the City's design consultant and MDT in a effort to develop an approach to this project that may greatly reduce the City's financial obligations for this signal. MDT has indicated that: 1. We must perform a warrant study for the intersection to verify the signal need. 2. We can then install a temporary signal using State equipment that they will loan to us. 3. We should buy a new signal controller. 4. If we buy the new controller and give it to them, the State will agree to install the permanent signal at no additional expense to the City. We may be onto something, but first we must perform a signal warrant study to satisfy MDT. The warrant study must confirm the need for a permanent and any temporary signal. I asked Morrison Maierle for the attached proposal to perform this warrant study. It amounts to $2,015.00. Funds are available in the Airport TIF budget and your concurrence is requested for the work to begin. An engineering services purchase order is attached.
