RE: Hampton Inn & Village Inn Restaurant Projects

As construction proceeds on Hampton Inn and development proposals for Village Inn Restaurant
are finalized, a number of issues have arisen that .need to be resolved as quickly as possible so
work can continue uninterrupted. In order to expedite the resolution of the issues, a meeting of all
parties involved has been scheduled for Tuesday, October 8, 1996, at 9 am in the Building
Department conference room. We hope this meeting date is not in conflict with your schedule. If
there is a problem with the date, please contact Ross Plambeck, Site Review Chairman at
758-7742.
The issues that need to be discussed and resolved are:
1. MDOT approval of the approach permit was based on the road to Appleway being kept
open. The approach widths are not in conformance with the approach permit. Per
MDOT, west approach width is to be 24' and the east approach width is to be 16'.
2. When plans were submitted to the City of Kalispell and the Highway Department, the
property was shown as one parcel. The current plans show that there has been a division
of property. When did this happen? Property lines need to be clarified. Please provide
the names of the owners of Village Inn site and Hampton Inn site.
3. According to the Fire Code, if there is no direct access from a public street, there must be
a 20' clear access way to the building. All access to the Hampton Inn is through parking
lots. The proposed access through the Sizzler Parking Lot is only 17' wide. Sizzler's
parking configuration has been changed but no plans have been submitted for review.

4. Site Plans needs to show the location of sprinkler access for Hampton Inn.
5. Indicate the current amount of parking spaces available for the Hampton Inn. Submit
current parking lot plans.
6. Indicate the square footage of the Village Inn. Parking requirements for the Village Inn
in conjunction with the Hampton Inn need to be established since the parking is tied
together. Need to have a copy of the cross easement agreements between the Hampton
Inn and the Village Inn and Sizzler Restaurant. Many of the parking spaces are placed
over the property lines between the Village Inn site and the Hampton Inn site.
7. Drainage plans or calculations need to be submitted for the Village Inn site based upon
the approved site plan.
8. Water and sewer easements need to be recorded and shown on the site plans and property
documents.
9. The six parking spaces closest to Hwy. 2 West and adjacent to the Village Inn Restaurant
have not been approved by the City. The original building permit for the Hampton Inn
required that these parking spaces be eliminated as indicated on the revised site plan
submitted for the entire parcel.
10. On the Village Inn site, the handicapped parking spaces are not properly sized and the
south side space is on the wrong end, not by the door. According to ADA standards, the
first handicapped parking space must be van accessible and 16' wide.
11. Provide details about the 4' fence and separation wall between Arby's and the Village
Inn.
12. Provide details of proposed Village Inn sign.
13. What is the square footage of the proposed landscaping for the Village Inn?
14. Submit a site plan which shows all properties, parking arrangements, and buildings
within 150 feet of the proposed Village Inn project.
15. Indicate where semi delivery trucks will unload to Village Inn Restaurant.
16. Code issues, such as truss engineering for pool trusses, removal of exposed combustibles
from unsprinkled concealed spaces, and revised sprinkler drawings, need to be resolved
expeditiously.

17. The City just received documents supporting your floodplain permit for work done in the
floodplain. The developer needs to work with the City until the permit is issued.
It is important the issues get resolved now in a cooperative manner and without causing
any delays in construction of the projects.
