Dwain indicated that on December 12, 1996, you and he had conversation about a temporary or conditional Certificate of Occupancy (C.O.) and what would be required to obtain a temporary C.O. On December 12, 1996, the issue was discussed by city staff at its Site Review Development Committee meeting. The committee's decision was that a temporary Certificate of Occupancy may be issued provided there are no life safety matters and a financial guarantee is given that will insure completion of the remaining work. The bond must be acceptable to the City and shall cover all remaining work including, but not limited to, paving, landscaping, an approach onto Highway 2 approved by the Montana Department of Transportation and compliance with floodplain regulations. I have heard that the Hampton Inn wishes to be open to the public by December 20, 1996. In order to accommodate such an opening date, it is essential that you submit your estimate of the cost to complete the outstanding work, the date you anticipate the work will be completed and a financial instrument that will guarantee your proposal.
