This letter is to follow up our phone conversation from yesterday regarding the sign
permits for the Hampton Lain site in Kalispell. Earlier this week I receiV?d faxed copies
of the proposed sign plan from Young Electric Sign Company in Spokane. I have been
dealing with Ron Stoddard from Young Electric Sign Company. He had informed me
that he would like to come to Kalispell on Thursday, October 10, to obtain the sign
permits for the Hampton Inn. I explained to Mr. Stoddard that because there was an
issue of an off -premise sign, that I would need the permission of the property owner in
order to issue the permit. When you called yesterday, I told you this same information.
The Kalispell Sign Ordinance allows a certain amount of sign area for a particular
property. There are a few different ways to calculate sign area allowance, one way is to
use the building frontage, and another way is to use the lot frontage. I have enclosed and
highlighted the section of the Sign Ordinance that explains this process. When we
calculated the sign area allowance for the Hampton Inn, we used the building frontage
because the Hampton Inn site does not have any frontage along a public road. Using the
building frontage, the Hampton Inn is allowed to have 490 sq ft. of signage on site.
The proposed sign plan that was faxed to our office met the sign area allowance for the
Hampton Inn site.
The proposed freestanding sign is considered an off -premise sign because it is
advertising a business that is not located on the property where the sign is located. The
off -premise sign is proposed to be located on Tract 2, which is adjacent to Highway 2.
Because this property is currently undeveloped, we measure the allowable sign area by
measuring the lot frontage. Tract 2 has 202.51 of lineal frontage along Highway 2. This
means that this property is allowed to have 202.51 sq ft. of signage. When the proposed
freestanding sign is placed on Tract 2, it will reduce the allowed sign area for this parcel
by 64 sq ft. It will also eliminate the opportunity for this property to have another
freestanding sign. The Kalispell Sign Ordinance allows one freestanding sign for
I1roperties with frontage of less than 500 ft.
Because there are many issues to consider when there is an off -premise sign, this office
requires the signature of any and all property owners of a parcel of land where an off -
premise sign is to be constructed. The sign permits for the on -premise signs can be
issued at any time, the permit for the off -premise sign will be issued after the property
owner of Tract 2 has signed the permit application acknowledging that there is to be an
off -premise sign on his or her property. I also want to let you know, that the Department
of Transportation may require a permit for an off -premise sign that is placed on or near
the highway right-of-way.
