RE: Hampton & Village Inn Restaurant Projects
Dear Mr. Kaufrnan:
Thank you for your letter of October 7, 1996, expressing Mr. Pack's desire to also resolve the
issues identified in the Site Review Committee's letter to him dated October 4, 1996. While the
request for the meeting had a short time frame, we were hoping to keep timely communication to
resolve questions that have developed because of changes made from the approved site plan. The
letter to Mr. Pack lists 17 items, with most of them relating to the proposed Village Inn
Restaurant specifically or in relation to the Hampton Inn site plan. Mr. Stan Pine did meet with
us on October 8, and many of the questions were answered, clarified or identified as needing
further research. The meeting was productive and provided a working basis for continuing a
cooperative relationship with Mr. Pine.
The intent of this letter is to help identify the issues that need to be resolved prior to issuing a
Certificate of Occupancy. I hope this will help you facilitate resolution of the issues for Mr. Pack
also, and make the upcoming meeting productive and bring closure to the issues for all of us. The
Site Review Committee welcomes the proposed development of the Village Inn and the
investment made at the Hampton Inn. We are charged with the responsibility to assure that
development occurs in substantial compliance with the codes and permitting processes adopted
by the City. When construction occurs that deviates from the approved plans, then all parties
need to communicate to find timely and reasonable solutions. The main items that need to be
resolved prior to the issuance of a Final Certificate of Occupancy are:
1. A recorded cross easement agreement for parking and permanent access from Hampton
Inn to a public way.
2. An approved, unobstructed fire apparatus access road to the Hampton Inn.

3. A revised site plan accurately depicting fire equipment access, public access, parking lot
layout, building location in relation to revised property lines, property ownership, and
easements. One of the main questions is whether the road to Appleway is to be
constructed. If so, what is the road's purpose: fire equipment access, public access or
both?
4. Acquisition of a flood plain development permit from the City.
5. Compliance with building code issues still unresolved. The two major items are submittal
and approval of (1) new revised engineered sprinkler design and; (2) a new revised
engineered roof trusses and connections in the pool area.
While the above items are important, they are certainly solvable with cooperation and
communication. I am sure your involvement in the process will help expedite those solutions.
Your letter of October 7 stated you would contact me the week of October 14-18 to set up a
meeting. That week has passed and we still need to arrange for a meeting as soon as possible, so
please give me a call. Thank you.
