Your letter to me dated January 24, 1997, requests a written response of your presentation to the Site Review
Committee on September 26, 1996. That meeting left many issues unresolved relating to access and traffic flow
patterns to Hampton Inn and the then proposed Village Inn. Since that time, the property owner of the proposed
Village Inn site, Ron Pack, has instructed the City of Kalispell via his attorney, Lee Kaufman, with the following
instructions in a letter to me dated October 26, 1996:
"I [Lee Kaufman] have been advised by Mr. Pack and others involved with this project
that the Village Inn Restaurant project which was slated to be located in Tract 2 of
Certificate of Survey No. 12536 is no longer on the boards, no longer a project. It is not
being considered for construction at the current time. There are no further plans at this
point or stage to develop further interest in planning, seek permits, or otherwise become
involved in building a restaurant under the name Village Inn Restaurant, or any other
name, for Tract 2."
At such time that the property owner of Tract 2 requests the City to accept plans for a proposed
development, the City will accept them by formal application and review them for all applicable
requirements and permits current at the time of submittal. Because of the property owner's specific
instructions to the City of Kalispell regarding development of his property, the City will await
further instructions from Mr. Pack regarding any further review or comment on any development
proposals, whether current or past.
