ZONE: P-1, Public
The applicant has applied to the City of Kalispell for a conditional use permit to utilize the
existing kitchen and cafeteria facilities in the Armory building, located at 1110 2nd Street West, to
provide meals for residents of the Samaritan House.
The Kalispell City Planning Board and Zoning Commission, after due and proper notice, on
April 12, 2011, held a public hearing on the application, took public comment and recommended that
the application be approved subject to certain conditions.
After reviewing the application, the record, the KPD report, and after duly considering the
matter, the City Council of the City of Kalispell, pursuant to the Kalispell Zoning Ordinance, hereby
adopts Kalispell Planning Department Conditional Use Report #KCU-11-02 as the Council's
findings of fact, and issues and grants to the above -described real property a conditional use permit
to operate a kitchen and cafeteria in the P-1 zoning district subject to the following conditions:
Prior to serving meals to the residents of Samaritan House, the following condition shall be
met:
All required building and fire safety codes shall be met to accommodate the use of
the cafeteria to host residents of the Samaritan House.

Fees: $14.00
On -going conditions:
2. That commencement of the approved activity must begin within 18 months from the
date of authorization or that a continuous good faith effort is made to bring the
project to completion.
3. Meals provided at the site shall be limited to residents of the Samaritan House
homeless shelter. Meals shall be limited to breakfast, lunch and dinner with the
general time frames for those meals as follows:
• Breakfast 7:00 am to 7:30 am
• Lunch 12:00 pm to 12:45 pm
• Dinner 6:00 pm to 6:45 pm
4. Location of uses within the building (i.e. tutor classrooms, offices, clothing, furniture
and food pantry) shall coincide with their locations shown on the floor plan of the
building submitted with the application.
