Jim,
We Have woked a layout using the Armory and pump station site with sufficient parking. I had checked with Fred and he confirmed to me
that that were no utilities on the pump site running east and west that would prevent us from extending the building on the same. Joe
Guilbault is in contact with the public works department to verify this. We are anxious to move forward and need from you the following:
1. a developers agreement preferably with the Tiff being funded by a bond so we can draw down on the same as we complete the
construction. My understanding is that the Tiff will cover Demolitioin, utilites, all site work for the conference center including parking lot,
landscaping and light poles sidewalks all pretaing to the confernce center.
IV 2. It is my understanding that that city will contribute the land that the conference center and parking lot ocuppies.
3. confirmation of an low rate interest only loan of up to $350,000 for the kitchen equipment and operating equipment of the confernce
center.
4. confirmation of rezoning the Armory site from Public facility to commercial and how we need to start the process.
5. 1 would really like to move the pump station but if it absolutely cannot be done then we can study an altenative of making it a signature
pipce of art and have it paid for out of the Tiff if money remains. If not would look for the city to assit. I hope that you agree with me that
something needs to be done so as not to distract from the Gateway to Kalispell.
6. Need confirmation on the terms of the pump station lease land and a meets and bounds survey defining the parcel.
7. We will proceed forward with identifying the height restrictions once we have a developers agreement.
Does the city have any soil borings of the Armory site that was done at time of purchase?
In our last confernce call you were going to meet one on one with council and get their read on the casino specifically as a realtes to
e distance of 300 feet from a public park? As you know this is very important to the success of the project. We view the restaurant and
Casino as an important as
of capturing the meetings market by offering a first class restaurant and entertainment in close proximity to
the hotel on the south end of town. Further these two facilites are need to amortize the cost of a liquor license of some $450,000?
10. Our goal is to start demo in the spring , however we need the above answers before we can can proceed futher developement of the
project.
11. Although we have suffient parking identified on the plan we still need the option to lease the Red eagle site of approx 2 acres in the
future since I am sure that our business demand will grow in the years to come. We would need for you to provide us with a survey of the
area we would have an option on so we can plan future parking if and when it becomes available.
I would appreciate you response asap and if a cnfernce call is in order please advise.
On a final note we are opening Missoula on Feb,2 and would like and however you want to invite to attend. The ceremony is at 4PM.
