Patrick, City Manager FROM: Susan Moyer, Community Development Director SUBJECT: The Armory -- Phase II Environment Assessment Cost Jim, attached is Morrison Maierle's quote for conducting a Phase II EA on the Armory site. As the letter states, the estimate is given due to needs identified in the Phase I EA as well as the anonymous source of historic operations at the site. I did not see this letter until very late in the day, Friday, April 20, 2006. Since the Hilton Inn is on the agenda for Council Workshop on Monday, April 24th, I thought you might want to advise the council then as to the need to proceed with the Phase II study. While Council stated they did not want you to come back to them for funding any construction costs on the site, I believe this is a totally different situation and the City will be responsible for conducting the Phase II. Box 1997 Kalispell, MT. 59903-1997 .11W.1jr IL Dear Ms. Moyer: At your request, the following is a summary of environmental testing proposed at the Kalispell Armory site to determine whether there has been a release of petroleum products, chlorinated solvents or heavy metals associated with the historic activities reported at the site. Based on the Phase I EA performed by Morrison Maierle, Inc. in March 2006 and the included anonymous source of historic operations at the site, the following areas of concern and proposed method of testing are identified in the table below. # Area of Concern Testing Method Media Contaminant 1 East Apron of Shop (OMB) Deep Well Soil PERC, Vinyl Chloride Groundwater 2 SW Corner of OMB— Shallow Well Soil EPH Screen, VPH petroleum spill (Winters) Groundwater 3 Old Drainfield Shallow Well Soil EPH Screen, VPH Deep Well Groundwater PERC, Vinyl Chloride 4 Waste Oil Sump Shallow Well Soil EPH Screen, VPH Groundwater 5 500 gallon UST Area Shallow Well Soil EPH Screen, VPH Groundwater 6 Battery Acid Storage Area Surface Soil Sampling Soil Metals (Lead, Cadmium, Mercury) As this table indicates, it is proposed that two deep monitoring wells be installed that at this time to evaluate the potential for chlorinated solvents located in the groundwater below the site. Since chlorinated solvents like PERC or its daughter products like vinyl chloride have a specific gravity greater than 1 these constituents can be located below the water table of the aquifer. In addition to the two deep monitoring wells, four additional shallow monitoring wells will be installed so they are screened through the CADocuments and Settings\mbrooke\My Documents\Proposals\106 Moyer.doc 4/17/2006 4:24 PM "(providing resources in partnership with clients to achieve their goals" MORMSON �jAjj MMERLE, INC. April 17, 2006 Susan Moyer, Director Page 2 of 2 water table for analysis of petroleum hydrocarbons. If contaminated soil is encountered during drilling, soil samples will be collected from these shallow monitoring well locations as well. Finally, anecdotal information indicates that battery acid was stored (and possibly leaked into the soil) in the vicinity of the POL Building. Therefore a limited surface soil sampling investigation should occur to sample for heavy metals that may have leached into the soil. At this time no background soil sampling is proposed because it is believed there should not be significant concentrations of heavy metals at this location. Therefore in the event significant concentrations of heavy metals are present in these surface soil samples additional testing will have to be performed to determine the nature and extent as well as the background heavy metal concentrations. The proposed costs for this Phase I EA sampling effort are as follows: Activity Cost Drilling $8,000 Oversight and Reporting $7,000 Analytical $3,000 Total $18,000 Upon completion of this field work the City of Kalispell will have performed a Phase II of sufficient scope to reasonably determine whether any of the proposed activities reported in the Phase I EA have had a material impact at the Armory site. In the event this field effort determines the presence of regulated compounds in soil or groundwater at the site, this sampling protocol and installation of monitoring wells will facilitate any additional determination into the nature and extent of contamination.
