Patrick, City Manager SUBJECT: Engineering Services Agreement for Construction of Infrastructure Old School Station SID 344 MEETING DATE: July 18, 2005 BACKGROUND: At the July I I Council workshop the proposal to partner with Montana Venture Partners in building the Old School Station Industrial Park was discussed. The recommendation given to Council was to construct the internal infrastructure using a Special Improvement District to pay for the improvements_ The recommendation would then be to create two TIF Districts, one industrial over a portion of the park and one technology over the remainder of the park. Businesses locating within the park that did not meet the State definition of industrial or technology could be placed in the park but their taxes would not be used to repay the TIF. Since Monday evening Staff has talked with Bond Council and her recommendation in proceeding with the SID is to begin the engineering work so that we can get more precise costs and begin the project engineering. These costs can be contributed to the SID. Morrison and Mairerle, Inc. is working on the sewer and water extension to the site. They have done the preliminary planning for Old School Station. They are available to begin this project immediately. If Council decide not to proceed with the SID and instead construct the water and sewer lines along Hwy 93 to the Park, these plans could then be exchanged with the developer since Morrison and Maierle is also preparing the plans for the interceptor lines. RECOMMENDATION: Council approve this Engineering Services Agreement with Morrison and Maierle, Inc. for the design and eventual construction administration and other related engineering services for the infrastructure project in Old School Station Industrial Park.
