Drawer 1997 Kalispell, MT 59903 RE: Preliminary Plat Recommendation for Gateway Orchard Villas, Resubdivision of Lots 1, 2, 11, & 14 67T, The above -referenced plats are for; Lot 1-5 unit townhouse, Lot 24 unit townhouse, Lot 114 unit townhouse, and Lot 14-5 unit townhouse subdivision located west of Glenwood Drive north of Two Mile Drive in Kalispell. All lots are served by City sewer and water and have direct access onto Public right-of-way. Attached is a report and recommendation on the subdivisions. These minor plats are not subject to review by the Kalispell City -County Planning Board. This recommendation is forwarded directly to the City Council. No public hearing is required. Minor plats do have a 35 day review period starting with acceptance in this office. The acceptance date was September 13, 1993. Consequently, the Council must act on this preliminary plat no latter than the October 11, 1993 Council Work Session followed by final action at the October 18, 1993 Council Meeting. The CUP was approved in March, 1993 under file numbe KCU-93-1 for apartments, townhouses, or condominiums. The Final Plat was approved in August, 1993 under file number KFP-93-4, for 19 lots. Building permits have been issued for apartment complexes in accordance with a Conditional Use Permit issued for those lots. The CUP was approved by Council in March of 1993, and the Final Plat was approved on August 15,1993. The sites contain; Lot 1 - 16,593 square feet, Lot 2 - 13,094 square feet, Lot 11 - 13,63,t, square feet, Lot 14 - 15,058 square fiDet. All lots within this development are proposed to have the apartments converted into townhouses as a msult of this application. Lot 1 im proposed to be divided into five (5) units, Lot 2 into four (4) units, Lot 11 into four (4) units, and Lot 14 into five (5) units. Tlijs confliguration is in accordance with the approved Conditional Use Permit. to the plan for Lot 1. Originally the plan called for a landscape median along the common property lines of Lots I and 4. The Fire Department and planning staff feel that because of the difficulty in the maneuvering of safety vehicles the landscape could be removed. A common access agreement has been included in the Covenants for Lots I and 4, which is the same as was approved for Lots :5 and 8 under the original approval. This project is within the jurisdiction of School District No. 5, and the Kalispell police and fire departments. Emergency medical support is located nearby at Kalispell Regional Hospital. The property does not exhibit any natural hazards. The terrain is sloped but not excessive and the property is not within a designated floodplain. Access is via Glenwood Drive to the individual cul-de-sacs servicing the lots. The subject lots and subdivisions are within the city limits of Kalispell. The property is zoned for residential development and is being developed accordingly. There isno residual wildlife habitat of significamt value. The property is sloped but exhibits no unique natural features. The lots have no unusuX or significant plant oommunities associated with it. These lots have already approvals. There will be no additional impact on the natural environment. The effects on local services; Schools, Parks and Recreation, Fire Protection, Police Protection, Roads, Water, Sewer, Public Health Services have been analyzed under the Conditional Use Permit and parent subdivision. and ;Yidhave no direct or indirect impacts on agricultural activities. The property is served or can be served by all necessary public facilities and utilities. It is appropriately zoned and each proposed lot has adequate building area.
