Dear Mr. SoreDsen,
Thank you for your and your staff's lime on May 25. This letter is in response to our
discussion during that meeting,
We wish to withdraw all previously submitted requests -for amendments to the agreement
between Waterford and the City of Kalispell.
Attached you will find a copy of the site plan. The plan is intended to be very close to the
approved site plan which accompanied the agreement, with minor changes and improvements.
1) Underground Parking: Originally, we had shown underground parking below both
'wings' of Phase 1A. The attached plan indicates that we have gone back to parking
under each 'wing'. Phase IB (West side of main building below the HCN) indicates
a carport with 14 full size spaces. Also note that the majority of surface parking is
planned for Phase I with the exception of 10 spaces on the west dtive and 21 spaces
on the north end of the Main Building (plus 2 handicapped spaces)- We propose
building these 33 spaces during Phase ]1

2) Underground parking. All of the underground parking will be assigned to the
residents. There will be 80 spaces below the 'A and C' wing. 68 spaces will be
striped to be 9' wide and 18' long. Twelve spaces will be 8'-6" wide with the same
length. The parking widths are determined by the clear opening between columns,
Once the columns are cleared, there is more space to open doors, etc. The driving
width is 22'-6" between the columns. Each space. will be assigned to a specific
resident. The underground spaces will be secured with a garage door and automatic
opener. Each resident with a parking space will be issued a remote opener. Our
experience indicates that the underground parking serves as more of an auto storage
area than garage. There is low activity in the garages. People are free to use their
cars, although they seem to find that Waterford transportation is easier and
convenient. Each Waterford has a passenger bus and driver (typically 15 passenger)
that will drive residents to doctor appointments, shopping, scheduled outings, etc.
We invite you to check with our other facilities in Montana (Butte and Helena) to
verify for yourselves that the parking garage works as we are indicating.
3) Reallocation of Units: We are requesting a minor modification to the Unit allocation
per phase. The total Units will not change from the agmed 294.

4) We wish to modify the agreement to allow a Bank in the Main Building as part of
Phase 1A. The Bank will be open for a few hours a day, two or three days per week
and intended for residents oiily. This is the same with the other commercial uses in
the facility (beauty shop, barber shop, pharmacy and retail store), with the exception
of the Fitness Center.
5) Overall Footprint. The agreement allows 171,130 square feet total footprint on the
site and we will comply with the agreement. Phase I A will be 55,125 square feet.
Phase 1B will be 33,000 square feet (for both the HCN and Senior Health and
Fitness). Cottages will total 5 1,000 square feet when totally built out (Phase I and 11)
The balance of the area allowed will be included in Phase H and 111.
6) Fence height within the setbacks will be limited to the 42" allowed.
7) As you will see ftom the site plan, a sidewalk is planned around the entire perimeter
of the main building (the interior of Waterford Loop). There are also sidewalks in
front of all the cottages. In addition, the sidewalks connect to provide access to Four
Mile Drive and the ball fields on the North side of Four Mile Drive.
From our discussion, we expect that this consideration will be placed on the Site Review
Committees agenda for the June 8 meeting. Rita Hagler and Jay Billmayer plan to attend this

Dear W. Sorensen,
Rita, Bernie and I have been discussing our underground parking structures in other
facilities. During our last meeting, we had indicated that we have had no problems with our
structures in Butte and Helena, Montana. This is true however, upon further investigation we
realized that the garages are actually 62' wide (two feet wider than that proposed for Kalispell).
Our basic plan for the main building has gone through a number of revisions (some due to our
experience and some due to different architects). Butte and Helena are examples of our first
generation buildings. For other generations we have narrowed the basic building to 60' wide.
Rita will have plans with her of the following projects. These projects have 60' wide
parking basements.

Thank you again for your review of our plans for Kalispell. When the site plan is approved,
which we are hoping will occur on June 8, 2000, we will need to issue a partially revised set of
Contract Document to Darryl Byle for his review, among other agencies. Structurally, the
basement will not change, although, we will have parking basements below both wings.
