Department Activity ReportsClity of Kalispell Post Office Box 1997 - Kalispell, Mo to a 59903-1997 - Telephone 406) t58-7700 Fax 1406)758-7758 REPORT TO: Frank Garner, Interim City SUBJECT: Monthly Activity Report for FROM: James Hansz, Public Works DATE: October 14, 2004 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of September 2004 are as follows: ENGINEERING DIVISION • Provided assistance and information for City Manager candidate during interview week. • Completed a safe -routes -to -school program for Hedges school. • Provided additional information for City Council on Extension of Services policy options. • US 93 utility project Construction management consultant conducted an inspection of project with MDEQ. • Continued support of Meridian Road utility relocation and construction. • Director attended extended training sessions in Boulder, CO on rehabilitating and improving rural roadways and safe intersection design. • Witnessed sewer pump station start-up for Four Corners Lift Station. • Reviewed RFQ proposals for the WWTP upgrades. • Assistant City Engineer attended APWA International Public Works Congress and Exposition in Atlanta, Georgia. • Assistant City Engineer attended planning session for a disaster exercise of terrorist contaminating water supply scheduled October 3rd in Columbia Falls. • Attended the Chamber of Commerce briefing regarding the Two Rivers zoning amendment. • Received additional HYDRA model training from HDR. • Investigated the lack of a recorded sewer easement for a segment of sewer located in Buffalo Commons. • Prepared system development charges for various projects. • Conducted site visit to Sunnyside Subdivision. Water service lines for some of the town home lots had been routed through adjacent lot. Contacted engineer for the project and discussed solution. • Responded to various citizen complaints and requests. • Attended Site Review Committee meetings. OFFICE AND STAFF There were 15 emergency call -outs for the month of September: Water Division — 6 Sewer Division. -- 7 TSS Division — 1 Street Division - 1 WWTP - 0 Total — 15 CENTRAL GARAGE 90 Repair orders were completed during the month of September: • Police — 12 ■ Streets — 17 ■ Fire — 7 ■ Garbage - 12 • Others - 42 • Total ---- 90 • Continued regular maintenance of City vehicles and machinery. • Replaced air conditioning clutch, A/C, and mass air flow sensor on Park's Cutlass Sierra. • Rewired, repaired, and replaced rear lights on Water Division's tandem. • Replaced air control pressure regulator on garbage truck. • Replaced batteries in Street Division's tandem.. • Fabricated turn -out rack for the Fire Department. • Replaced cracked intake manifold on police car. • Replaced windshield and plexigiass in Parks' Department mower. • Repaired damage to main gate on the north Parks Complex • Held weekly safety meetings. SANITARY/STORM SEWER DIVISON • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of twenty-one lift stations each Friday. • Held weekly safety meetings. SOLID WASTE DIVISION • Delivered 8 containers to new customers: 0-90 gallon, 7-100 gallon, 0-400 gallon, 1-300 gallon. • Repaired 0 containers: 1 -- 90 gallon, 4— 300 gallon, 4-- 400 gallon and responded to 14 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Held weekly safety meetings. STREET DIVISION • General operations and maintenance of City streets and alleys. • Paved City Yard and Two Mile Drive. • Patched asphalt at car wash located at 5"' Avenue East and North Meridian. • Patched alleys and water service line leak. • Assisted the Water Division and the TSS Division. • Held weekly safety meetings. WATER DIVISION WATER PRODUCTION & STORAGE: • Produced 93 M gallons of water: 25 M gallons upper zone and 68 M gallons lower zone. • Injected 431 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.37 PPM throughout the system.. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Refitted office ceiling at Noffsinger Spring pump station office to receive recessed lights. • Coordinated removal of cell phone building at the water tower. • Removed the motor at Depot Well to get rebuilt. • Winterized all irrigations systems. • Completed the bathroom remodel at Noffsinger Springs. • RPnnired and nlenned gewor lift Station nt 1�nff inner n in�r . --- _------- -- - -- ------------- --- - - ----o- ----a- • Coordinated, inspected, and worked at pump stations for the electrical upgrades. WATER CONSTRUCTION AND SYSTEM ;REPAIR: • Tagged 42 delinquent accounts on the East Side of Kalispell. • Meter maintenance and change out on going. • Completed 182 work orders during the month September. • Assisted Rocky Mountain Contractors with digging around water main at W. Wyoming. • Assisted with Street Department paving. • Run new 3/4" service from the main to the curb stop at 627 8"' Ave W. • Removal of the slabs at 71h Ave EN. • Dug and repaired curb stop at 715 Liberty. • Cleaned yard behind warehouse. • Dug and replaced curb box and rod at 1024 Woodland Avenue. • Assisted Rocky Mountain Contracting with Meridian Road and Liberty Street. • Completed two 4" water taps and one 2" water tap at 350 Conway Drive. • Replaced two 3/4" water service lines from main to curb stops at 1021 2"d Avenue West. • Repaired 3/4" service line at Airport Road and 18th Street West. • Dug and replaced two curb boxes and rods at 821 2nd Avenue West. • Replaced fire hydrant at 4th Avenue East and 7th Street East. WATER CONSTR UCTION AND SYSTEM REPAIR continued... • Dug and repaired sink hole in Village Greens. • Assisted the Street Division with hauling spoils to County Landfill. • Assisted LHC, Inc. at Sherry Lane --- digging around water mains. • Dug and replaced curb boxes and rods at 1044 4"' Avenue West and 9'h Avenue West & West Center Street. • Replaced fire hydrant at 9`h Avenue West and Center Street. • Repaired 3/a" water service line at Wyoming and Meridian. • Held weekly safety meetings. TRAFFIC SIGNS & SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Signed and barricaded for bowling alley fire. • Furnished barricade for plan crash on 4`h Avenue West and 10"' Street West. • Completed thermoplastic crosswalks at Edgerton School, Smiths, Woodland Avenue and Sykes. • Contractor replaced the loops that were removed during milling operations at Center & First Avenue West. • Tested Opticom systems on signalized intersections throughout the Kalispell area. • Replaced three "Stop" signs ---- one faded one and two missing signs. • Painted yellow curb in the Buffalo Hills area. • Replaced bad photo cell in Decorative Light on north side of Depot Park. • Replaced missing speed limit signs in numerous sections of town. • Replaced bad photo cell on outside light of new truck shed. • Painted arrows at the swimming pool parking lot. • Changed bulbs on the red warning lights on the City Airport beacon and strobe tower. • Replaced missing "stop" sign and pole at Two Mile Drive and North Meridian Road. • Replaced a missing "30 mph" sign on Two Mile Drive. • Pruned sight distance at I" Avenue WN and West Wyoming. • Weekly safety meetings held. WASTEWATER TREATMENT DIVISION • 225 Work orders were completed during the month of September. • 495 Lab tests were performed during the month of September. • 18 Loads of sludge were hauled during September. • 99,800 pounds of bio-solids were pressed. • Permit Report for August 2004: There were no permit violations. The total flow was 83 million gallons with an average daily flow of 2.7 million gallons. The highest daily flow was 3.2 million gallons on August 26'h. SEPTEMBER 2004.
