Mayor Fisher called the meeting to order and led the Pledge of Allegiance. wmnn��.��� Gabriel moved to approve the Agenda. The motion was seconded. There was no discussion. The motion carried unanimously upon vote. Council Minutes — Regular Meeting, — April 4, 2011 2. Bid Award — Upper and Lower Water Zones Interconnect Three bids were received (LHC, Martel Construction, Nelcon Construction) to create a connection between the upper and lower water zones through an automated pressure reducing valve station. Staff recommended the contract be awarded to LHC with a low bid of $22,765.00. 3. Engineer of Record — South Meadows Subdivision Drainage Improvements Project Statements of Qualifications were requested for storm water improvements in the South Meadows Subdivision with eleven local and regional engineering firms responding (Allied Engineering, 48 North, APEC Engineering, Billmayer and Hafferman, Carver Engineering, CTA Architects Engineers, Jackola Engineering & Architecture, Morrison Maierle, Robert Peccia & Associates, and TD&H Engineering). The review committee recommended Robert Peccia & Associates be named as the Engineer of Record for the project. 4. Postpone Contract Award — Public Safety BuildingUpgrade Two bids were received (Martel Construction, Swank Enterprises) for the demolition, architectural, mechanical, and electrical work on the public safety building upgrade. Staff requested the contract award be postponed to May 2 to provide additional review time. 5. Ordinance 1697 — Amending Animal Regulations — 2nd Reading Ordinance 1697 amends the animal regulations by placing responsibility on dog and cat owners to pick up after their pets on public and private property. The motion was seconded. There was no discussion. The motion carried unanimously upon roll call vote. Bette Albright, Andrea Davidson, and David Jones of the Street Tree Commission presented the city with a new Tree City USA flag and read the proclamation for Arbor Day. Chris Hall, 115 West Evergreen Drive, asked that more money be appropriated for road maintenance. 1 • •1•RISE III III 111`i 1• 1 1Fill 1 11111111` Ordinance 1698 amends the animal regulations by placing limitations on fowl within the city limits. Harball gave a report and answered questions. Public Comment John Whitmore, 559 North Main Street, explained why he would like the number of chickens allowed increased to 15 and answered questions from council. Atkinson moved first reading of Ordinance 1698, an ordinance amending the City of Kalispell Municipal Code regarding the regulation of chickens within the city codified at Chapter 4, declaring an effective date, and authorizing the city attorney to codify the same. The motion was seconded. Council Discussion There was discussion regarding how complaints would be handled and why staff feels limiting the number of chickens is important. Larson moved to amend D.2 to read as follows: "No more than 15 sip hens shall be kept or maintained upon a parcel or lot." The motion was seconded. There was no discussion. The main motion, as amended, carried unanimously upon roll call vote. Howington noted the first budget work session will be held the second week of May. Mayor Fisher and several council members thanked the firemen and staff for reaching an accord on the collective bargaining agreement. Kenyon thanked the firefighters and police officers for their support and participation in last week's Big Wheels Basketball fundraiser.
