Dear Ms. White: As a result of our meetings with Kellie Danielson, previous Director of Community Development, Charles Harball, attorney for the City of Kalispell and Katharine Thompson, current Director of Community Development, B1umCo Partners, LLC and the Pentana Group, LLC, (collectively referred to as Owners of Ashley Square), are pleased to submit to the City of Kalispell the attached proposal requesting Weststside TIF funds to assist in the redevelopment of Ashley Square. Over the years Ashley Square has slowly deteriorated. However, it is this group's goal to redevelop the image of the mall and the community of businesses within the mall area. The strategic location of the site as a gateway to Kalispell (located at the intersection of Highway 2 and the future Highway 93 By -Pass) increases the need for us, as owners of Ashley Square, to lead the way for others to follow in our effort to present the west side of Kalispell as an attractive business center. Due to the downward spiral of the property's condition over the years, the infrastructure of Ashley Square has been left behind in function and technological advances. In addition to the deterioration of the interior portion, the parking lot surface, parking lot lighting, building facade, project landscaping, project signage and electrical service were neglected and all are in need of modernization. Our vision for the redevelopment of Ashley Square provides for a newly surfaced parking lot enhanced with landscaping and lighting, sidewalks, updated utilities, and security and telecommunication systems using TIF funds. The West Side TIF Plan was established to assist owners and developers in the redevelopment of projects located in the West Side TIF zone. By being positioned within the TIF zone and, most importantly, at the future gateway to Kalispell, we believe Ashley Square's redevelopment will make an immediate and positive impact to this strategic area and will begin to reverse the stigma of an area deemed blighted for many years. Exhibit C: Project Estimates Ashley Square Proposal for Westside TIF Funding Ashley Square, located at 1325 and 1327 Highway 2 West, Kalispell, Montana represents two adjoining retail and office buildings totaling approximately 62,000 square feet of space. The buildings are owned by B1umCo Partners I and Pentana Group, two Montana limited liability companies. Tenants currently residing at Ashley Square include: • General Services Administration- Social Security Administration (New 15 year lease for expansion of operation) • General Services Administration- Internal Revenue Service • State of Montana -Motor Vehicle Division License Center (New 10 year lease for expansion of operation) • State of Montana -Montana State Fund • Northland Hobby • Avail Media • H&R Block • IBM • Summit Living Center • Bonnie & Clyde Salon • Montana Mortgage The improvement of Ashley Square's image increases in importance as the completion of the Highway 93 By-pass takes shape. Design plans for the redevelopment of Ashley Square have incorporated the By-pass route. The plan includes extensive landscaping along Highway 2 and inside the "square" itself, extensive improvements to both east and west facades and a monument -style sign to visually improve the entrance to Ashley Square. Although they are not visible, the planned infrastructure improvements are equally important to support existing and future tenants' needs. In light of 9/11, Federal & State agencies in Ashley Square (SSA, IRS, DMV, State Fund) need specific security and technology upgrades in order to guarantee their long term occupancy. The building improvements outlined in this proposal address federal and state security requirements which includes fencing on the roof to enclose the HVAC system, fencing of the generator, modifications to the HVAC system to allow for compartmentalized shutdown, and a voice - commanded alarm system. The proposed renovation of the property will change the landscape of the center from retail to primarily professional service firms. As a result, the city will benefit due to a higher wage and benefit base brought by professional service firms relocating to Ashley Square. Stellar Recovery, a Kalispell based customer service firm with corporate headquarters at the Southfield complex on Highway 93, is planning to expand into Ashley Square with approximately 60 new employees. In addition, other members of the Ashley Square Property Owners Association include Hair Tech Designs, Fatt Boys, and Loren's Auto and RV Repair. These businesses, as well as the owners of properties in the surrounding area, will benefit from the redevelopment. This will eventually translate into higher property values resulting in increased tax revenue for the city. Most importantly, a large percentage of Flathead Valley's citizens visit Ashley Square because of its destination for government services; to obtain Social Security benefits, obtain Montana Driver's licenses, and settle IRS claims. By providing for the long-term occupancy needs of these tenants as well as private firms, the upgrades proposed herein using TIF funds will serve the entire population of the Flathead Valley. I may not be able to guarantee that they will even let me use it so there is a chance we will have to consult with someone else on this specific analysis.
