KPD ReportDepartment
Dear community member,
The Kalispell Police Department currently has 37 full-time employees and two part-time
employees. The department has four administrators (Chief, Assistant Chief and two
Lieutenants). The Detective Division handles about 225 felony cases a year and is
staffed by three full time officers. They have a collective 75 years of experience in
policing and they are trained in the latest forensic techniques. The Police Department
generally has between four and seven patrol officers on shift at any one time and we
generally have a response time of less than two minutes to most emergency calls within
the city.
The Kalispell Police Department has several officers that are committed to a special
response team. Our citizens benefit because our officers meet qualification requirements
much higher than the state requires. Our officers benefit because it makes them much
more prepared to handle their jobs. Most of our officers live in our community, most
have college degrees, families, multiple law enforcement certifications and most
importantly, they're good people.
Our motto is "committed to our community" and in that vein we are continually striving
to improve our professionalism, our efficiency and our communication with the
community.
The department works with the Police Advisory Council (PAC) on important matters
affecting the delivery of police services. The PAC is a diverse group of citizens whose
goal it is to improve communication between our community and the department. This
group attends a six week training course on policing and then each members serves at
least one year on a panel that makes recommendations to the department on important
policing issues.
We randomly mail customer service surveys to members of our community to learn about
the quality of our service and how we can improve ourselves with the collective goal of
reducing crime and the fear of crime in our community.
The Kalispell Police Department also enjoys a fine School Resource Officer Program, a
D.A.R.E. officer in our grade schools and a full time Drug Investigation Officer. We also
encourage our officers to patrol neighborhoods and parks on bikes to make the officers
more approachable to community members.

We are constantly involved in community education projects and many of our officers are
involved in community service projects. Our officers are continually training on the most
current law enforcement principals to ensure they are discharging their duties in the most
compassionate and competent manner possible.
I would invite any member of the community to tour the department and meet our staff. I
am confident that you will find that the greaten resource we have to offer is the
tremendous people that work for the Kalispell Police Department. You can learn more
about the department by visiting our website at www.kalispell.com.
Please feel free to call upon me at any time.
Sincerely,
Frank Garner

Crime Prevention Tips
People are losing their lives on the highways and streets of our country every day
because of "road rage". A majority of drivers get angry when someone cuts them off
or tailgates them. About 70 percent of drivers get angry with slow drivers. In the past
five years reported violent incidents on the nations roads have increased 51 percent.
With the addition of a speed limit for Montana's highways the Kalispell Police
Department would like to give you some helpful ways to avoid confrontations on the
road.
1. Don't allow someone to draw you into a test of wills when you drive.
2. If someone is tailgating you, pull into the slow lane and let them pass.
3. Don't tailgate others or cut them off in traffic.
4. Don't drive in the passing lane.
5. Avoid eye contact with an aggressive driver.
6. Don't make obscene gestures.
7. Use your horn sparingly, as a warning, not an outburst.
8. Don't take traffic problems personally.
9. Reduce stress by allowing ample time for your trip.
10. Create a relaxing atmosphere in your car.
Remember driving is a cooperative activity. If you're aggressive, you may find other
drivers trying to slow you down by getting in your way. If you witness aggressive
driving, stay out of the way and contact authorities when you can. Consider carrying a
cell phone in your car to contact police in the event of an encounter with an
aggressive driver. Note the vehicle's license plate number, a description of the vehicle,
a description of the driver, and be prepared to sign a complaint against the offending
driver.

In the fall of 1999, the Kalispell Police Department
received a federal grant to help fund a School Resource
Officer (SRO) position. The officer works with all of the
schools inside the city limits of Kalispell. The majority of
time is spent with Flathead High School and the Kalispell
Junior High School.
The School Resource Officer program embraces a triad MW
concept. The first role the officer portrays is one of a law
enforcement officer. The SRO takes criminal complaints
and enforces the law. The second role of an SRO is a
teacher/guest lecturer. The SRO provides law -related Wade Rademachw - sRo
information to students in a classroom setting. The final
role is that of a counselor. The SRO provides counseling to students to help them
make the right decisions. The SRO also provides career counseling to students who are
interested in law enforcement or related fields.

home > op lice > law enforcement code of ethics
As a law enforcement officer, my fundamental duty is to serve mankind; to safeguard
lives and property, to protect the innocent against deception, the weak against
oppression or intimidation, and the peaceful against violence or disorder; and to
respect the Constitutional rights of all men to liberty, equality and justice.
I will keep my private life unsullied as an example to all; maintain courageous calm in
the face of danger, scorn, or ridicule; develop self-restraint; and be constantly mindful
of the welfare of others. Honest in thought and deed in both my personal and official
life, I will be exemplary in obeying the laws of the land and the regulations of my
department. Whatever I see or hear of a confidential nature or that is confided to me
in my official capacity will be kept ever secret unless revelation is necessary in the
performance of my duty.
I will never act officiously or permit personal feelings, prejudices, animosities, or
friendships to influence my decisions. With no compromise for crime and with
relentless prosecution of criminals, I will enforce the law courteously and appropriately
without fear or favor, malice or ill will, never employing unnecessary force or violence
and never accepting gratuities.
I recognize the badge of my office as a symbol of public faith, and I accept it as a
public trust to be held so long as I am true to the ethics of the police service. I will
constantly strive to achieve these objectives and ideals, dedicating myself before God
to my chosen profession ..............

The Kalispell Police Department's customer service program was developed to enhance
our ability to provide quality service to the community. Each week, the department
randomly selects calls for service to examine for quality of service. We mail a survey
to the reporting party in which we ask five key questions:
1. Was your request handled courteously?
2. Was it handled promptly?
3. Was your request competently handled?
4. Was it efficiently handled?
5. Did the provided service meet your needs?
We also ask for additional comments from the respondent about their contact with the
Department. When returned the requests are reviewed and any corrections necessary
are implemented. This is one way we believe we can better meet the community's
expectations for our services.
