Kukulski, City Man SUBJECT: Monthly Activity Report for FROM: .lames Hansz, Public Works DATE: August 16, 2004 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of July 2004 are as follows: ENGINEERING DIVISION • Met with engineer and developer for Waterford Project to review possible modifications that could offer greatly improved traffic circulation and land use. • Met with MDT Planning staff to review issues related to RR abandonment and the MACI equipment purchase program for FY 2004/05. • Updated Extension of Service Plan. • Notified homeowners regarding danger to City equipment and workers from graveled boulevards. • Met with Parks Director and Carver Engineering regarding sewer pump discharge problems at Kidsport complex. There may be an obstruction in the force main. • Performed final walk through inspection on Sunnyside Subdivision. • Met with Elrod Elementary School representative Doug Howard to discuss storm water/sidewalk project on 5`b Street West between P and 4"' Avenues West. • Reviewed drawings for the Northland Subdivision. • Prepared system development charges for various projects including Appleway Apartment Complex and Lot 2 at the City airport. • Pre -design conference with TD&H on Bowser Creek Estates S/D, and a commercial subdivision planned for North Meridian Road. • Edited Urban Standards drawings. • Glacier Commons S/D final punch list forwarded to owner. • Researched MPWSS for compaction testing requirements. There are standards for the compaction and testing requirements, but they state that the compaction and testing shall be done as directed by the engineer. • Completed utility application for gas service to serve the Four Corners Sewage Pumping Station generator. • Participated in conference on the `Two Rivers' development (this is the 1900 + northwest of Kalispell). • Participated in conference on the status of the U.S. 93 South utility upgrade. ENGINEERING DIVISION continued... • Conducted site visit to Stratford Village with Public Works Superintendent and contractor regarding pavement reconstruction. • Conducted final inspection of Glacier Village Greens, Phases 14, 15, and 16. • Conducted conference with Morrison-Maierle regarding storm sewer concerns on the U.S. 93 South Project. • Developed opinion of cost for sanitary sewer extension from Glacier Commons to Rose Crossing via Whitefish Stage Road. • Reviewed traffic study and final submitted plans for Northland Subdivision. • Reviewed MDT Speed Study for Whitefish Stage Road. • Prepared system development charges for various projects including the Tamarack Medical Complex on Commons Loop and the addition to the Brendan House (KRMC). • Continued drafting work for Tele-Tech parking lot. • Assisted with aerial photos on U.S. Hwy 93 South project. • Calculated preliminary cost estimate for potential installation of two 60" pipes at Ashley Creek and Cemetery Road at approximately $80,000. • Reviewed engineering report for Spring Prairie Phase 1I (Costco). • Met with Jim Mitchell, MDT, regarding temporary entrance to Rosauers on Hwy 93 South. • Assisted staff to verify and locate a potential water main leak near the Armory Well. • Took elevation measurements of flow -line at bus loading area at Elrod Elementary School on Fifth Avenue West and Fifth Street West. • Reviewed projects with bonds set to expire. • Continued with coordination for the placement of variable message speed limit signs on Whitefish Stage Road. • Responded to various citizen complaints and requests. • Attended Site Review Committee meetings. OFFICE AND STAFF There were 20 emergency call -outs for the month of July: Water Division — 10 Sewer Division — 7 TSS Division — 2 Street Division - WWTP - 1 Total — 20 CENTRAL GARAGE 92 Repair orders were completed during the month of July: ■ Police ---- 20 ■ Streets — 14 ■ Fire ---- 12 ■ Garbage - I I ■ Others - 35 ■ Total -- 92 CENTRAL GARAGE continued... • Continued regular maintenance of City vehicles and machinery. • Repaired air conditioning in Police Detective vehicle. • Rebuilt two blade clutches in Parks Department's Toro mower. • Replaced front brakes and front hub assembly on Garbage truck. • Replaced front deck axles and straightened damaged hood on Parks Department mower. • Fabricated parts and repaired hydraulic control on WWTP sludge truck. • Replaced hydraulic pump on garbage truck. • Rebuilt brakes and repaired fuel problems on (2) police cars. • Repaired air conditioning on fire truck, police car and garbage truck. • Removed and rebuilt extension boom on TSS boom truck. • Replaced plugged fuel filters on four Police cars. • Removed spill shield, repaired box corner, removed packer assembly and repaired cylinder and slide on garbage truck. • Disassemble extend -a -hoe boom on Water Division's backhoe and replaced wear pads. • Repaired wiring, replaced computer module, and replaced auxiliary pump motor on the Elgin sweeper. • Held weekly safety meetings. SANITARY/STORM SEWER DIVISON • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of twenty-one lift stations each Friday. • Held weekly safety meetings. SOLID WASTE DIVISION • Delivered 16 containers to new customers: 1-90 gallon, 8-100 gallon, 1-400 gallon, 6-300 gallon. • Repaired 11 containers: 3— 90 gallon, 6 — 300 gallon, 2— 400 gallon and responded to 15 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Held weekly safety meetings. STREET DIVISION • General operations and maintenance of City streets and alleys. • Tac and patched South Meadows Drive and Teal Avenue for chip sealing project. • Paved Sunnyview Drive. • Cracked sealed Buffalo Stage Road. • Paved alleys — 500 block on I" Avenue EN and the 300 block on 3' Avenue EN. • Prepped and paved Lawrence Park Hill and Lost Brady Trail. • Swept chips from South Meadows and Buffalo Stage areas for the Chip Seal Project. • Held weekly safety meetings. WATER DIVISION WATER PRODUCTION & STORAGE: • Produced 183 M gallons of water: 55 M gallons upper zone and 128 M gallons lower Zone. • Injected 718 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.32 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Repaired three chlorine leaks. • Started the pumps at Noffsinger Springs and took daily water samples. • Continued work on the restroom and chlorine room at Noffsinger Springs. • Installed new chlorine pumps at the Armory, Depot, and Buffalo Hill wells. • Assisted with water main hookup at the Armory Well and Hwy 93 South. • Replaced four sprinklers and installed new water line at Buffalo Hill. • Replaced one sprinkler at Noffsinger Springs. • Worked on the gate at Noffsinger Springs. • Held weekly safety meetings. WATER CONS TR UCTION AND SYSTEMREPAIR: • Tagged 63 delinquent accounts on the East Side of Kalispell. • Meter maintenance and change out on going. • Completed 158 work orders during the month July. • Dug 6" valve and repaired 4th Avenue East and 12th Street East. • Dug 1" service line and repaired at 1320 6th Street East. • Assisted with the Hwy 93 South highway project. • Dug and replaced two 2" curb boxes and rods at 720 West Idaho. • Repaired a 3/4" service line on Appleway Drive, and 9th Ave EN. • Completed two 12x8" water taps on Appleway Drive for Orchard Village. • Shut water mains off for the Hwy 93 South project — tie in at Hwy 93 South and Airport Road. • Cleaned curb box out at 1122 I't Avenue West. • Repaired 8" main at Meridian and Two Mile Drive. • Repaired fire hydrant at 4" Ave East at 11 th Street East. • (1) — 12 x 6" tap and a 12 x 2" tap at 3' Ave E and 93. • Installed new fire hydrant at Glenwood, north of the old Stream office. • Completed two 8x3/4" water taps at Denver and Sunnyside. • Replaced fire hydrant at 4th Avenue East and I Oth Street East. • Hauled scrap to Pacific Iron and cleaned City yard. • Repaired 3/4" service line at 155 8th Avenue WN. • Completed an 80/4" water tap at 725 Liberty Street. • Turned water main off for Hwy 93 South Project. • Completed a 12x8" water tap at Hwy 93 South. WATER CONSTRUCTIONAND SYSTEMREPAIR continued... • Fire hydrants are being flushed. • Attended foreman's meeting at the WWTP. • Held weekly safety meetings. TRAFFIC SIGNS &SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Painted curbs yellow on 5`t' Street West, 4"' Street West, 3'd Street West, and 2r'0 Street West. • Picked up counters at Buffalo Stage and at Washington Park. • Set out counters in Woodland Park and Lawrence Park. • Installed three new "No Parking Anytime" signs near new swimming pool in Woodland Park. • Fabricated and installed "hens" and "Womens" signs on restroom doors in Woodland Park. • Pruned numerous sight obstructions on "Stop" signs. • Signed and barricaded for the 0' of July Parade on the 3 d of July. • Completed traffic counts for the Parks Department. • Continued painting yellow curbing throughout the City -- 70% complete • Signed and barricaded for Artists & Craftsmen of the Flathead art fair. • Cleaned yard behind TSS Building and cold storage. Sprayed the weeds with Roundup. • Replaced damaged bollard light at I" Ave West at 4t" Street W and Center Street West at Vt Avenue West. • Dug (5) holes, planted poles and breakaways for (5) stop signs in the near future in Green Acres area. • Put stop signs up "All Ways", new street name signs etc. on South Woodland Drive and Kelly Road. • Installed (2) "Advanced Warning" signs and (2) "Stop When Occupied" signs. • Signed and barricaded for Arts in the Park and Rod Run Show. • Signed and barricaded for street closures due to rain storm on 7/19/04. • Prepared poles and breakaways for five "Stop" signs in the Greenacres Area. • Put "Stop" signs up -- all ways and new street name sings at South Woodland Drive and Kelly Road. Made it a four-way intersection. • Replaced two bad blasts in two bollard lights on I" Avenue East and I" Avenue West. • Installed two thermoplastic cross -walks, one on Woodland Park Drive and one in Woodland Park by the new skateboard park. • Replaced Hockaday banners in the downtown area with new banners. • Signed and barricaded for "Arts in the Park". • Signed and barricaded for the Glacier Rod Run Parade and show on I" Avenue East. • Fabricated and installed two "No Skateboarding" signs for Woodland Park. • Weekly safety meetings held. WASTEWATER TREATMENT DIVISION • 158 Work orders were completed during the month of July. * 443 Lab tests were performed during the month of July. • 21 Loads of sludge were hauled during July. • 101,260 pounds of bio-solids were pressed. • Permit Report for June 2004: There were no permit violations. The total flow was 76 million gallons with an average daily flow of 2.54 million gallons.
