04-14-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, April 14, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Dwain Elkins, Plans Examiner Chad Fincher, Parks Superintendent Charlie Johnson, Construction Manager P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: None. NEW BUSINESS: Westwood PUD amendment request — requesting an amendment to the PUD to provide for the collection of a payment in -lieu of street trees to be collected at the issuance of the building permit. Crowley and Burnham discussed this with Johnson and stated they were not in support of this. They did their Letter of Credit for street trees, the trees were not put in, and their security expired. They would still like to have street trees. They want to amend the PUD to allow collection for payment in -lieu of street trees and collect at the time we issue the building permit. Each unit would have two street trees that they'd be paying as a payment -in -lieu fee in conjunction with the Building Permit. The PUD amendment would be recorded at the Clerk and Recorder's Office, and new buyers would have constructive notice regarding this. This can be deemed a minor change. Jentz noted that the bond failed and we have no other option but to approve this. Everyone is in agreement to approve the PUD amendment. KRMC — 310 Sunnyview Lane; ER admitting entrance — This is a minor change from the plans they had previously submitted with the PUD. They plan on doing some internal work at the ER entry and also doing a 8' wide, 40' long covered walkway which comes near their parking lot driving, but is about 100' away from the right-of-way. The Fire Department is okay with this. This is approved through Site Review. Majestic Valley Arena — request for annexation — their property is in the county but sewer and water are stubbed underneath Church Drive, into their property. They are interested in developing a plan for the 40 acres of vacant land next to the arena, including an oversized carwash, oversized gas station, and a 10-20 unit hotel. They want the 40 acres to come into the City, but not the arena, by being annexed or signing a waiver of annexation or doing an annexation district. Jentz is interested in the committee's input on what issues would we look at if we annexed them. We would probably do this as a PUD. This development would need to have access other than the highway. PLANNING OFFICE ITEMS: Nothing for the May Planning Board Meeting. At the last Planning Board Meeting, they recommended approval of the annexation of a single lot on the west side of South Woodland; Samaritan House opening a kitchen in the old armory reserve building for three meals a day for their residents; and a group home for four elderly adults/ assisted living facility on Buffalo Hill Drive. OTHER REPORTS: Johnson requested to put spoils on Four Mile Drive off of Stillwater Road to give us a place to dispose of the spoils and to build the road back up. Fincher will check with Baker on this. Johnson will check with the County on this also. The meeting was adjourned at 10:35 a.m.
