Ordinance 1515 - Salary Ordinance Amendment - 1st Readingk-lity of Kalispell Post Office Box 1997 - Kalispell, Montana 59903-1997 Telephone (406) 758-7000 Fax - (406) 758-7758 REPORT TO: Honorable Mayor and City Council FROM: Frank Garner, Interim City Manager SUBJECT: Salary Ordinance Amendment _.. 1" Reading MEETING DATE: October 4, 2004 BACKGROUND: Council members have not given consideration to their salary or expenses since 1997 when Council salaries were lowered. Since 1997, council members have been required to incur additional costs related to phone lines, computer hardware, the internet and additional duties related to an increase in growth and services. A review of class one cities in the state reveals that most class one cities provide a fixed amount as payment to council members and the mayor for expenses incurred as a result of their duties as elected officials. The issue was discussed at a work session at the suggestion of the interim manager. The annual expense amount recommended by staff is $1,800.00 for the mayor and $900.00 for each council member and is consistent with other stipends provided across the state. FISCAL EFFECTS: As described RECOMMENDATION: The council should adopt ordinance 1515, amending the salary ordinance to provide for expenses related to their duties on the council. Frank Garner, Interim City Manager ORDINANCE NO. 1515 AN ORDNANCE AMENDING ORDINANCE 1506 TO SET AN AMOUNT FOR PAYMENT OF EXPENSES TO CITY COUNCIL MEMBERS AND DECLARING AN EFFECTIVE DATE. WHEREAS, the salary for the Mayor and Council Members has not been reviewed by Council for seven years and the expenses that the Mayor and Council incur on City business is not adequately considered in the current salary structure, and WHEREAS, most all of the other class one cities in the state provide a set payment to the mayors and council members, in addition to their salaries, for the purpose of reimbursing them for expenses paid by them on municipal business. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA, AS FOLLOWS: SECTION I The Mayor of the City of Kalispell shall henceforth be paid an annual sum of $1,800, as and for consideration of expenses paid by the Mayor on the business of the City. SECTION 2 Each Council Member of the City of Kalispell shall henceforth be paid an annual sum of $900, as and for consideration of expenses paid by the Council Member on the business of the City. SECTION 3 This Ordinance shall be effective thirty (30) days from and after the date of its final passage and approval.
