#4 Spring Prairie PUD Amendment/Glacier High School (2005)BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS:
SECTION I. That the Spring Prairie Planned Unit Development, approved on December 3, 2001,
and amended on December 15, 2003, shall be, upon execution by the landowner,
amended as provided for in said agreement under Section 5, Amendment or
Modification of Agreement as follows:
2.01E(3)a: Buildings should not exceed 35 feet above the final grade in the Mixed Residential POD, 40
feet in the Mixed Professional POD and 45 feet in the Mixed Commercial POD. Such height
limitation may be exceeded in the mixed commercial POD by issuance of a conditional use
permit. An exception to this height limit is granted to Glacier High School to be located in
the Mixed Professional POD which will be allowed a maximum height of 55 feet at its highest
point.
2.01E(1)g: Parking space requirements and general parking lot design shall be guided by the parking and
loading provisions of the City of Kalispell Zoning Ordinance, except as noted herein. Parking
lots in the Mixed Commercial and Mixed Professional PODS may be extended to within five
feet of any lease lot boundary, provided a five foot wide exterior landscape buffer adjoins the
extended parking lot. In locations where the parking adjoins a landscaped common area, no
setback from the lease boundary is required.
A special provision has been granted in this agreement for the development of a parking plan
for Glacier High School to address a phased development and expansion of the school. It is
hereby noted that a specific Parking Management Plan shall be developed between the City of
Kalispell and School District #5 that will address the initial needs of the high school; and as
enrollment increases and the gym and auditorium are expanded, the number of required
parking spaces shall be increased based upon a demonstrated need. The parking management
plan shall be negotiated by the city manager on behalf of the City of Kalispell and executed
through formal agreement between the City and the District. This agreement shall include the
initial number of required parking spaces, parking ratios and specific provisions that will
clearly indicate when additional parking will be required to be developed.
SECTION II. This Ordinance shall take effect from and after 30 days of its passage by the City
Council.
