I am providing follow up to the planning issues section. Note I am available Monday —
Wednesday of this week but will be out of touch Thursday and Friday.
"Stillwater LLC indicates that the current Growth Policy map shows the area as Suburban
Residential (1 — 4 units per gross acre). They go on state that they would prefer urban
residential (3 — 12 units) per acre. In the meeting I indicated that the planning board would
probably look at that growth policy classification and recommend it in our next update
scheduled for this fall. However, as you know, we will begin our update process this fall but
actual adoption of an updated growth policy map for the western portion of the planning
jurisdiction may not be completed until January — March of 2007 given the interest in planning
issues and level of public involvement.
This schedule would then place Stillwater LLC out ahead of the planning board asking (if they
need it) for a free standing growth policy amendment for Seciton 35 without the planning board
having an opportunity to giving significant thought to this amendment. This may or may not be
problematic.

We wanted to thank you all for taking the time to meet with us last week to discuss this upcoming project.
We are extremely excited to be working in Kalispell and look forward to working with all of you. The
Grosswiler property provides and excellent opportunity for all of us to create a project that will change the
face of land development in the community.
Attached is a summary of our conversation on Wednesday, July 12, 2oo6. We are providing this summary
for your review and comment. As we previously discussed it is very important to both of us to be able to
identify the issues we are facing and a fair level of improvements to solve these issues as early as possible
in the project. Your input is vital to our project planning.
Greg Lukasik will be delivering street cross-section exhibits for the roads surrounding the Grosswiler
property to you early next week. These drawing will identify the level of improvement we are planning to
these streets. We want to meet with you on Thursday afternoon or Friday morning to discuss these plans
and contents fo the attached summary. We will be contacting you to finalize a time to meet. We ask that
you provide preliminary comments to the attached summary prior to this meeting to give us a chance to
address them.

After reading through Greg's summary, he got most of it OK, but as I consider the discussion of ROW I have a
slightly different memory. I believe I said that we would normally look at splitting the ROW requirements between
parcels on opposite sides of the road. For the section 36 piece on Stillwater, where there is the unperfected
easement for the existing road, I recall indicating we would try to do the same, but if we failed in our dealings with
DNRC we would likely seek the required ROW from section 35 and let DNRC whistle Dixie for access Stillwater.
Or words to that affect.
