• The meeting was attended by Ccnuissicn Members Mayor Kennedy, Councilmen Furlong
and Schindler and City Attorney Neier. Also attending were Police Chief Clark,
Detective Young and Clerk/Treasurer Halver.
1. Review Regulations
City Attorney Neier reviewed his proposed corrections and improvements to the
existing regulations with the Commission.
2. Keno Machines Request - Ron Abraham
Ron Abraham met with the Crnmission at 11:00 and requested licensing for two Keno
Machines for the Super Stop at 1319 South Main, Kalispell.
Mayor Kennedy stated a similar request in the past had been denied.
Councilman Schindler said our purpose was to keep Gaming in those areas licensed
for on -premise liquor consumption. If machines were allowed in all the
grocery stores we wouldn't have the manpower to control it.
City Attorney Neier quoted Section 4.20 of the Kalispell Gambling Rules and
Regulations:
The governing body may deny a gaming license if the governing body deens
that the place or location for which the license is sought is unsuitable
for the conduct of gaming operations.
• He said this was the basis for denial of the application of Ole's Country Store a
couple of years ago.
Neier said changes in state statutes have not affected the above rule.
Mayor Kennedy said the City Gaming Omission was responsible for the overall
gaming picture in Kalispell.
City Attorney moved to grant the application for two Keno Machines at the Super
Stop. Councilman Schindler seconded. The motion failed with none in favor and
four opposed.
3. Review Regulations - Continued
The Commission continued discussion of Neier's recosmiendations.
Mayor Kennedy explained the State Gaming Advisory Ccnraission's reccamendations
to the upcoming legislature.
4. Ordinance - On Premise Consumption Establishments
The cams ssicn requested City Attorney Neier draft a specific ordinance to
restrict gaming to establishments licensed for on -premise consumption of liquor or
beer and wine.
The meeting adjourned at 11:35 am.
