On April 18, 2006, Mr. and Mrs. Kruckenberg contacted City Council members regarding the
potential for stormwater ponding on their property. The Kruckenberg property borders the north
boundary of lot 107 in the Stratford Village Phase IV development. Stormwater runoff from the
Kruckenberg property generally drains in the following directions: west to the ditch along the
railroad right of way, southwest to a natural depression on the southwest corner of the
Kruckenberg property, and south to lot 107 boundary interface where the flow is directed by a
natural berm (high point) to the west (see attached map). Lot 107 is vacant and is approximately
four feet below the grade of the adjacent roadway.
A letter was written to Thor Jackola, the engineer for Stratford Village Phase IV, outlining the
City's concern regarding ponding on the Kruckenberg property. He was asked to provide a
drainage analysis to assure stormwater runoff will not pond on the Kruckenberg property once
lot 107 is developed. Thor Jackola responded with the following items:
• Stormwater calculations and storm drainage design for Stratford Village Phase IV were
submitted and included all on -site stormwater control.
• The Kruckenberg property at the south end adjoining lot 107 drains west to the former
railroad right of way, which in itself, eliminates any ponding on their site.
• The former railroad right of way has and continues to drain to the Southeast. The
proposed bypass highway is planned on the former railroad right of way.
• There has been no ponding on the Kruckenberg-Stratford Village property interface
during the time of Stratford Village development.
The engineering firm has provided all the required stormwater calculations and design plans per
City Design Standards and Regulations. A grading plan for each lot was not required for
Stratford Village Phase IV Subdivision.
The potential for ponding on the Kruckenberg property is dependent on how lot 107 will be
graded for construction of residential housing. Ultimately it will be the property owner's
responsibility to maintain the historic drainage flows and prevent ponding on the Kruckenberg
property.
The developer for this subdivision, Dave Hofstad, is also the general contractor for all lot
development on Stratford Village Phase IV. Mr. Hofstad and I had a field meeting on May 16,
2006. We walked the site and discussed grading on lot 107. He does not know what type of
residential structure will be built on the lot, but has agreed to grade lot 107 so it will not cause
stormwater ponding on the Kruckenberg property.
