Civil Engineer GUESTS: James Freyholtz, MDT; Mike Brodie and Jeff Walla from Stelling. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Westwood Park — Fincher sent him a Developer's Agreement and they are trying to reduce their Letter of Credit. Susie Turner had previously stated no wooden plants in that area. The only outstanding issues with the bond are Parks Dept. issues. OLD BUSINESS: Sykes, 202 2nd Avenue West — Public Works received their Site Plan a week ago and will compile their (Public Works) comments into a letter to send to them. Parks Dept. will sign off on this. Fire Dept. has already signed off on this. Public Works is not ready yet. The Remainder Permit is still pending. No further information has been received on the light wells. They need to reconstruct the whole intersection so that we would have adequate drainage in there. NEW BUSINESS: Spring Prairie Phase H — Applebee's - Jeff Walla from Stelling distributed some Conceptual Site Plans for laying out the 5,500 sq. ft. building. This is the lot between Med North and the roundabout, right along the Highway 93 frontage. They have been working with the owner to obtain the parking lot layout. Jentz pointed out a possible sight easement for Costco that goes through there that Goldberg would need to approve. They will look into this. This will be a sprinklered building. It can be difficult to get parking spaces to come straight in on the four parking space area. They might have a little bump out turnaround area there instead of the four spots. They are having difficulty coming up with 48 spots and a bike rack. If they lose the four spaces, they come up short on two spaces. They could share parking with other surrounding areas. Their intent is to tie into the City's 12" water main on the highway. There will be a four foot boulevard and a five foot sidewalk. The City would like them to have a five foot landscape buffer between the sidewalk and the parking area. The building setback on the south would be ten or five feet. There was a question as to whether there are service lines stubbed into the sanitary sewer. The main door is on the northwest corner. They are uncertain if there are cross easements here. They are required to do four-sided architecture. Collaborative out of Billings is doing the architecture. Will there be a boulevard on the exit from the roundabout — where will they put snow? They will try to get a five foot boulevard in there. They want to break ground this spring. Burnham noted that when they move over the building to the south on their sanitary sewer, they need to make sure to create some room in there for a grease trap. 7entz mentioned there are no pole signs allowed at this location. PLANNING OFFICE ITEMS: No plans or projects for February. We are continuing to work through the Subdivision Regulations to update them. OTHER REPORTS: Reserve Loop behind Home Depot and Target is still planned for completion this summer. MDT still needs to finalize the right-of-way acquisition. The tunnel by the college is also proceeding forward. Discussion was held regarding the left turn lanes and the need for a left turn arrow coming out of the Home Depot/Target exit.
