OLD BUSINESS: Sykes, 202 2nd Avenue West — Burnham noted two issues with this project:
the light well and the elevation with the curb. They are trying to keep the same level from the
restaurant area across the market area. They will need to get these issues resolved. We haven't
seen anything on the light well. We do not have an issue with the elevation. If they decide to do
a redesign on their curb and gutter, we will need to see their plan. We need a design on the light
well. They still have an invoice to be paid before Public Works will issue their additional right-of-
way permits for their water and sewer.
Auto Repair — old Mergenthaler building — this is a change of use from freight storage. Michael
Blend would like to rent out 900 sq. ft. of the 8,000 sq. ft. building. They will be putting up two
walls and two doors. None of the parking area is paved. The required amount to spend for
accessibility is 20 percent of the project. Public Works will look at impact fees and storm water
issues once the plans are submitted. Discussion was held regarding parking compliance and what
we find to be reasonable. As this builds out, we need a plan in place that would, for example,
have him build out a portion of the parking area as it develops.
Kalispell Regional Medical Center — Foundation and Structural Steel Package for their
addition. They will submit another set of plans. Public Works and Fire had a good meeting with
them. They have resolved their fire lane problem with KFD. We need revised plans for the water
and sewer lines. RPA is getting those plans together. They have submitted a revised
bike/pedestrian plan. They have also submitted a Screen and Dust Abatement Plan. They are also
required to maintain a north/south connector street on the west side of the hospital for general
public travel. Diehl noted he hasn't seen anything on a connector road but he believes they were
just going to go through the parking lot and open up either the east or west side. The will have a
gate on the fire lane so it won't just be open traffic through there. General traffic will be on the
west side of that office building. They are negotiating to purchase the Medical Arts Building.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: No plans or projects for February. We are continuing to work
through the Subdivision Regulations, Chapter 3, and they are okay with the street standards.
OTHER REPORTS:
Immanuel Lutheran Home — The Casalegnos are requesting temporary parking for the
Immanuel Lutheran Home staff. They will be demolishing the carports and cutting off their
parking area. The church parking lot they thought they could use previously will now be used by
Swank while they are building the hospital addition. Claremont Street has "no parking" signs on
it and they would like to have those taken out temporarily so the staff can park there. Claremont
is 35' across from gutter to gutter. The City cannot designate that public right-of-way area as
parking for the staff, but we are willing to temporarily cover the parking signs after determining
whether this will need City Council approval. They will be doing the new parking area through
June. The pad is done and the utilities are in. They will start with the footings on March 14,
demolish the existing Memory Garden and the carports/parking areas, and relocate the power and
phone. The new parking should be completed between the second and third week in June. They
will be putting up a construction fence.
Taco Trailer — There is an old trailer on Center Street that serves tacos. Jentz will check with
Parks on this as they handle the concession stand permits.
Redneck Chic — She wants to bring in a coffee shop there as they are closing the other business.
Public Works gave her information on late comer's fees. They would need to talk with the
Planning Department about annexing.
The status of various other projects was discussed.
