PERFORMANCE BOND REMINDERS: Westwood Park — Fincher spoke with Bill Rice
yesterday. They want their Letter of Credit back but the bank won't give them a Letter of Credit
for the trees they need to plant and they don't have the funds to plant the trees, so he will be
writing a letter to Mike Baker with some alternate ideas.
Violence Free Crisis Center — Abbey House on Denver —They haven't filed the plat with the
County and we haven't received their agreement yet.
Spring Creek Apartments — Will be contacting the Parks Department and will probably bond for
some landscaping. There will be some overlap with paving or striping.
OLD BUSINESS: Kalispell Regional Medical Center — This was discussed last week and we
went through the PUD conditions. There was some discussion about the Pedestrian/Bike Path
plan that Parks and Public Works is going to work with them on. They will be having a meeting
on Friday at 8:30 a.m. with Conrad, Marcello, and Mike Baker. Burnham commented to Conrad
that the trail on the east side showed it as six feet and he thought it should be ten feet. Otherwise,
Public Works is fine with the path. The Screening and Dust Abatement Plan was discussed.
Water trucks will keep the dust down when the conditions are dry. Some additional fencing will
be put up on the north side for screening. The lot coverage calculation is included at about 36
percent. The building footprint and setback line with the 5' setback on the south side is shown.
The property line adjustment has been filed with the City. The geothermal well system location
drawings are included to comply with Public Works standards. Exterior lighting and all the
electrical drawings associated with that are included, as well as the architectural elevations. Right
now their maximum height is 58'. They will have an emergency only egress for the Fire Dept.
Fire is okay with this project. They would like to begin with the foundation by the end of next
week.
Sykes, 202 2nd Avenue West — Public Works received site plans yesterday, but are still waiting
for details on the light well. The elevations of the curb are in the site plan. They still need a
Maintenance Agreement with Johnson. Elkins noted they are trying to get their slab put in. They
still have many issues to resolve.
NEW BUSINESS: Scotty's — 2005 Hwy 93 S; Administrative CUP for Smoking Hut —10' x 10' in
the back with Hwy 93 on the west. It's off on the SE corner with an existing concrete patio area.
They are also planning a drive-thru coffee kiosk They have to have it setback off the property line.
The property line is close to the building and they have a stacking area coming off the front parking
area, which is actually in the right-of-way area leased by Scotty's. They don't have the building plans
yet. Curbing and landscaping could help with delineating the stacking lanes.
PLANNING OFFICE ITEMS: No plans or projects for February.
OTHER REPORTS: Auto Repair — old Mergenthaler building — this is a change of use from
freight storage. Michael Blend would like to rent out 900 sq. ft. of the 8,000 sq. ft. building.
They will be putting up two walls and two doors. None of the parking area is paved. The
required amount to spend for accessibility is 20 percent of the project. Burnham, Sorensen and
Michael Blend discussed this project recently. His plan that was used when he wanted a mini
storage in there gives us a basic plan that we can tie into and say that as different things develop in
there, then he needs to be working on getting this basic plan installed. He won't have drainage
calculations right now. This would be Phase 1 of an unknown number of phases, and that he
would do some measure of paving to get the handicapped parking space in. The improvements
will be progressive as new developments are added and he brings them to Site Review. Auto
repair space was approved by Site Review.
Faith Free Lutheran on Liberty Street — We did a Conditional Use Permit for them last year.
They have existing parking with Liberty to the south of it. The CUP was for a significant
expansion of the sanctuary area. This permit is just for some interior changes where they are
moving some bathrooms, changing around the entrance, and then putting on a small covered
entry. Most of the CUP conditions, including street trees, etc. were intended to be triggered by
this addition. The covered entry would be 12' x 12'. Most concerns are deferred until the main
addition is added on. Approved by Site Review.
