Smith's Gas Station - P. J. spoke with their architect, Robert Schmidt from Great
Basin, about what was discussed last week at Site Review. They will make those
revisions. Project has been approved.
Target - Foundation only permit has been issued - P. J. sent a letter listing the things
we had previously discussed that needed to be done. Nupac needed to be gone, and
they replied that the office should be demolished by the end of the month. They
suggested that holding up Target's permit because of Nupac would be a problem.
Chris is having discussions with them regarding the fire pad. The fire hydrant issue
needs to be signed off on. The Environmental Assessment from DEQ in Helena
should have a final closure recommendation. Chris is getting comments on the
diamonds with trees in them. Ask Target if one long, continuous boulevard with trees
would be feasible. A group of trees would be easier for snow plowing around rather
than individual islands. Give them some flexibility. Ask Mike Baker to talk with
them. Have them keep the same number of trees.
Houser - 355-1st Avenue W. N. addition - Was put on hold to research past issues
of zoning regarding upgrades and parking. They are putting in six parking spaces in
the back which should meet their requirements. Their contractor was in last week.
The drainage off of there is okay with Public Works. Project is approved.
Wachholz & Co. - 1204-1st Avenue East (expansion of non -conforming use, i.e.
office in an R-4 zone; administrative CUP required) - Revisions on this were shown.
Parking has not been striped. They have added one handicapped space. The property
line is seven feet from the sidewalk. Spaces are in the right-of-way area and go right
up to the sidewalk. If this were new construction, there would be a 15 fl setback off
of the right-of-way line. Discussion was held. The committee feels that they should
not be made a condition, only a recommendation. P. J. will ask Paul Wachholz if he
is willing to omit the northwest space and put in green space, or if they want to keep
the space (if so, they need to contact public works). Dick noted that if there is a

Target - Probably at least 30-45 days from needing a remainder permit. We are
waiting for a response back from them. We need to think about coming up with an
alternative design for the trees. Mike explained how it would work to take out the
ornamentals and put in an 8' x 8' island and also put in shade trees. The problem with
larger islands is that they can limit the ability to snow plow. Mike will talk with Mark
Munsinger about their options.
urster - east end of East Washington, 4-plex, CUP pending - Waiting for Council
approval. Three foot landscaping buffer so as to not allow access to the adjoining lot.
They will be looking for their permit on Tuesday. Public Works need to check off on
this under the CUP. This is a rental complex. Fire and Parks are okay with this. This
item is passed subject to approval of the CUP by the Council unless Council changes
the conditions.
Third Avenue East apartments - (Behind Outlaw Inn) Want to cover parking
spaces with a large carport structure. Nine feet between posts. Not sure about their
compact spaces. They will be coming in after this meeting. They have an enclosed
garbage area. Clear with Public Works as to access. Perhaps not cover the one
spaces next to the garbage to eliminate a post to allow better access. Otherwise
approved.
Planning Board Agenda:
-- Ashley Park Phase IV - Annexation and zone change. May be a problem with
their final plat but not a problem now.
—Ole's (Deserve & Hwy. 93) - Dick is reviewing this. They have extended water and
sewer to this corner and are connected to all utilities.
