Dear Jeff:
We are prepared to issue a foundation only building permit for the Target store here in
Kalispell. It is my understanding that we will be receiving the check shortly. At this point, we
need to focus on the remainder permit. The Site Development Review Committee discussed the
status of the project yesterday, and I wanted to provide you with a summary of the items that
need to be covered prior to issuing the remainder permit. Please keep in mind that this list is not
necessarily a complete itemization, as each department will continue to work on those items
related to their function. Also, you should continue to work with our Plans Examiner, Jeff
Clawson, on all building code issues.
(1) The remaining offices, structures, etc. at NUPAC must be removed pursuant to
Section 2.01(C) of the development agreement.
(2) The fire station pad is designated on the PUD site plan in an area now designed for a
stormwater retention pond. Our City Manager, in conjunction with the Fire Chief, are
discussing the matter with Stan Beard of Crosswell.
(3) The Fire Department will need to approve the internal fire suppression system as well
as fire access to the site during the construction phase. Additionally, their comments
regarding hydrants will be addressed through the Public Works Department.
(4) The environmental assessment provided for under Section 2.02(A) of the development
agreement should be completed.
(5) Any public works issues should be addressed through the Public Works Department.
(6) The architectural features over the entrance of the building exceed the maximum
height limit contained in Section 2.01(D). Please note that height calculations under our
city zoning ordinance use the average finished grade in an area 20 feet around a structure
as the base elevation.
(7) A lighting plan must be submitted pursuant to Section 3.10.
(8) Under our zoning ordinance, four loading areas (12 $ x 35 $) are required. If the
loading area in the front is made slightly wider, all four would be provided.
(9) In regard to parking, there are three minor items. First, snow storage should be
designated in a manner which does not interfere with required parking spaces or driving
aisles. Second, the compact spaces on the west end of the site can be standard spaces (up
to a two foot overhang is allowed and included in the 20 foot minimum depth). Third, one
additional handicap accessible parking space should be provided.
