Clearly the City's delay in acknowledging the receipt of the request, of nearly six weeks, is the
unnecessary delay referenced.
In the early discussions relating to the infrastructure design data was presented which
documented the 8 and 10 inch water mains compliance with the pressure and flow requirements
of the City Standards and Water Quality Circular —1. The City instructed the developer to up size
to 12 inch water mains and loop down the west side of Highway 93. This design alternative is
referenced in the PUD. The PUD also provides for the developer to recover the costs of additional
improvements requested by the City. We have calculated the reasonable costs of the improvement
upsizing and extensions requested.
Engineering and inspection costs have been estimated. We could review actual records and time
to arrive at a more precise value, but honestly believe it would exceed the estimate.
We are available to meet with staff late next week or the following week and will have the copies
of the empirical data previously submitted to the City documenting the adequacy of the smaller
utilities.
