Kukulski, City Manager SUBJECT: Monthly Activity Report for FROM: James Hansz, Public Works DATE: June 8, 2004 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of May 2004 are as follows: ENGINEERING DIVISION • Supported final plan -in -hand review for Meridian Road utility relocation. • Updated Chamber TAC on Meridian Road Project. • Continued water system vulnerability assessment project with HDR. • Met with developer and engineer for West View Estates to review alternatives for utility service. • Conducted pre -construction conference for Blue Herron Subdivision, Phase 11, • Final construction observations made for Glacier Commons Subdivision, Blue Herron Subdivision Phase I, Sunnyside Subdivision Phase II, and Ashley Meadows Subdivision. • Continued public works efforts regardin� the underground waste oil tank found at the parking lot site at 2nd Street West and 2" Avenue West. • Continued construction coordination with Morrison Maierle regarding U.S. 93 South utility construction. • Conducted U.S. 93 south construction update conference. • Conducted on -site conference with developer of the Greenery located at the Southwest corner of U.S. 93 North and Four Mile Drive. • Conducted design review conference for the Grandview Drive sewage pumping station project. • Supported utility coordination meeting regarding Meridian Road utility relocation. • Conducted pre -construction conference for Leisure Heights Subdivision. • Continued public works efforts regarding the underground waste oil tank found at the parking lot site at 2"a Street West and 2°Avenue West. • Continued construction coordination with Morrison Maierle regarding U.S. 93 South utility construction. • Measured 5rh Avenue East and 10`h Street East for potential neighborhood traffic circle installation. 0 Made site visits to inspect subdivisions prior to bond expiration. ENGINEERING DIVISION continued... • Reviewed Hedges pedestrian traffic survey. Preliminary routes are 61h Avenue East and 9" Street East. Made preliminary survey of existing sidewalks in East Avenues. • Met with Darren Schlepp, Principal of Russell Elementary School, and Gary Rose, School District Transportation Manager, about traffic plan for Russell School. • Met with Lex Blood to discuss review status of neighborhood traffic calming study in the East Avenues. • Determined System Development Charges for various projects. • Took delivery of bollards for Hedges Elementary School at the City Shops. Bollards will be installed after school has recessed for the summer. • Made site inspections of Highway 93 South project. • Surveyed stop sign placements around Russell Elementary. • Inventoried existing stop signs, crosswalks, and sidewalks in East Avenues. • Assisted City Surveyor with survey of Teletec parking lot. • Continued design of High School storm drain/sanitary sewer cross connection elimination project. • Continued preparation of draft report for East Avenues traffic safety plan. • Made site visit to Town Pump at 5rh Avenue AN and Idaho. A storm water line has been constructed in the alley. • Reviewed video inspection of new sewer lines at Empire Estates. • Responded to various citizen inquiries and requests. • Supported weekly Site Review Committee meetings. OFFICE AND STAFF There were 7 emergency call -outs for the month of May: Water Division — 4 Sewer Division — 3 TSS Division — Street Division - WWTP - Total-7 CENTRAL GARAGE 66 Repair orders were completed during the month of May: ■ Police - 8 • Streets — 18 • Fire — 5 ■ Garbage - 6 ■ Others - 29 ■ Total — 66 • Continued regular maintenance of City vehicles and machinery. • Replaced brakes on two police cars. • Towed in water department's van and repaired the wiring. • Repaired rear brakes on Street Division's Patch King truck. • Rebuilt injector pump on Street Division's ice melt truck. • Replaced cutting edges on Street Division's John Deere loader. • Removed gutter broom hydraulic motor and replaced seals. CENTRAL GARAGE continued.,. • Removed and repaired hydraulic line on Parks Department Toro mower at the complex. • Replaced starter on Parks Department irrigation van. • Refitted water valve on Fire truck. • Held weekly safety meetings. SANITARY/STORM SEWER DIVISON • Continued video and jet cleaning of sewer lines Monday through Thursday. • Performed weekly maintenance of twenty-one lift stations each Friday. • Held weekly safety meetings. SOLID WASTE DIVISION • Delivered 5 containers to new customers: 1-90 gallon, 2-100 gallon, 0-400 gallon, 2-300 gallon. • Repaired 6 containers: 3 — 90 gallon, 3— 300 gallon, 0— 400 gallon and responded to 6 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Held weekly safety meetings. STREET DIVISION • General operations and maintenance of City streets and alleys. ♦ Prepped and patched main break areas. • Prepped and patched driveways on West Wyoming— NW Sidewalk Project. • Prepped and patched test holes on I" Avenue WN and West Montana. • Sidewalk repair at the Conrad Mansion. • Turned leaves for compost. • Held weekly safety meetings. WATER DIVISION WATER PRODUCTION & STORAGE. • Produced 103 M gallons of water: 29 M gallons upper zone and 74 M gallons lower zone. • Injected 309 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.31 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Painted the interior building at Buffalo Well Pump Station. • Worked with coordination of Hwy 93 South construction of water main. • Attended meetings with HDR Engineering regarding the Vulnerability Assessment Program. WATER PRODUCTION & STORAGE continued.. • Worked on bathroom upgrade at Noffsinger Springs. • Worked on surface preparation of floor at the Buffalo Booster Station. • Took quarterly/monthly water samples for TOC, THMMS, and HAA'5S. • Repaired entrance gate at Noffsinger Springs. WATER CONSTRUCTIONAND SYSTEMREPAIR: • Tagged 71 delinquent accounts on the East Side of Kalispell. • Meter maintenance and change out on going. • Completed 138 work orders during the month May. • Repaired leak on Sunnyview. • Repaired leak on Meridian Road. • Filling the new fire hydrants in new development. • Repaired 6" gate valve at 6'h Avenue East and 6"' Street East. • Completed a 2" water tap at the Blue Cow. • Completed two 3/4" taps at 230 14th Street East. • Ran new Y4" water service from water main to curb stop at 845 1" Avenue East. • Repaired 2" water leak at the W.W.T.P. • Repaired 6" line at the Sports Complex. • Replaced a service line at 745 1st Avenue East. • Replaced fire hydrant at 9th Avenue West and 4"' Street West. • Lowered curb stop at 347 1" Avenue East. • Completed (2) 3/4" water taps at 230 14th Street East. • Held weekly safety meetings. TRAFFIC SIGNS & SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Installed "Parking" signs at Trinity School for student loading and unloading. • Removed Artist & Craftsmen banner on South Main. • Set out counters on 8i11 Street East & 6"' Avenue East and at 9th Street East and 6th Avenue East. • Picked up counters by Hedges School and gave results to the Public Works Department. • Installed new pole, breakaway, and street name sign to clarify College Avenue and Sylvan Drive. • Set out counters at Russell School on 2id Avenue WN, Nevada, and 3id Avenue WN. • Picked up counters from Russell School, gave results to the Public Works Office. • Picked up the radar wagon from Three Mile Drive — gave results to the Police Department. • Hung up the FVCC Banner across Hwy 93 South. • Removed the old ticket dispenser at the Eagles Lot and prepped for the new base. Installed the new base mounts and poured the cement. Hooked power up the new machine. TRAFFIC SIGNS & SIGNALS DIVISON continued... • Discussed with the Parks Director the placement of "Stop" signs in Woodland Park. • Painted yellow curbing in Woodland Park. • Dug and drilled holes, and fabricated breakaways for five poles in the Trippett Parking lot for the Parking Commission. Installed five signs in the lot. • Spotted 7"h Avenue WN & West Wyoming for striping. • Weekly safety meetings held. WASTEWATER TREATMENT DIVISION • 136 Work orders were completed during the month of May. • 478 Lab tests were performed during the month of May. • 24 Loads of sludge were hauled during May. • 105,220 pounds of bio-solids were pressed. • Permit Report for April 2004: There were no permit violations. The total month flow was 82.6 million gallons with an average daily flow of 2.8 million gallons.
