01-13-11 DBID MinutesKALISPELL DOWNTOWN BUSINESS IMPROVEMENT DISTRICT BOARD MEETING January 13, 2011 314 Main St. Kalispell, MT PRESENT: Jon Fetveit (Chairperson), Janet Clark, Melanie Cross, Marshall Noice, Tim Price, Pam Carbonari (BID Coordinator), Katharine Thompson (City of Kalispell). MEETING CALLED TO ORDER AT 8:10 AM by Chairman Fetveit APPROVAL OF THE AGENDA and minutes : Moved by Marshall, second by Melanie. Approved by all Board Members present. Election of Officers: Nominating slate of officers: Janet Clark, Chair; Margaret Lekander, Secretary; Melanie Cross, Treasurer. Nomination by Marshall, second by Jon Fetveit. Approved by all Board Members present. HEARING OF THE PUBLIC: No one present. Chad Fincher with the City of Kalispell Parks and Recreation presented a request to coordinate with the BID to plant flowers in the downtown pots. Proposed cost $2500.00. The city would handle the planting and the BID purchase the flowers. Motion by Marshall and second by Janet to approve up to $2500.00 for the purchase of flowers. Approved by all Board Members. Pam introduced Nico Heitert and Julius Macker of LocalFlo. They presented sample video footage of downtown events and other footage they have captured. Discussion followed with ideas about BID marketing ideas. A proposal from LocalFlo will be sent. COORDINATOR REPORT: See attached Pam was directed to get a third proposal for architectural design and construction costs for a welcome archway/sign for downtown. Two have been received to date from Architects Northwest and CTA Architects. Board authorized the purchase of Elephant snot to assist the Center for Restorative Youth Justice remove Graffiti in the downtown — 1 gallon approximately $60.00. The BID in coordination with WCVB will nominate Glacier National Park Centennial as the Event of the year and Kass Hardy as the tourism person of the year in the State Tourism competition. Board approved. Motion to support Winter!Fest Concert Series with $150.00 per month in advertising on KXZI Montana Radio Cafe by Tim Price, second Melanie Cross. Approved by all Board members. Motion to be a $500.00 sponsor for "A Chocolat Affaire " by Marshall Noice and a second by Melanie. Approved by all Board members. Jon moved to adjourn the meeting at 9: 45am, Marshall second. Respectfully submitted, Pam Carbonari BID Coordinator January 13, 2011 Coordinators Report to the Board Downtown Development • Downtown beautification/host — On call • Signage on Main Street — Received proposals from Architects Northwest — Don Counsell and CTA Architects - David Mitchell and David Kohl for arch design • Letters were mailed to properties on the Historic Register about the Montana National Register Sign program and our willingness to supply and install the signs. Eight were returned with bad addresses. I have received one positive application to date. • Walking Tour Brochure — Continue to deliver books to various locations. They are very popular and I hear nothing but positive feedback. Books are being stored at the KM Bldg. • Request to purchase of elephant snot for graffiti removal. Cost $60.00 gallon. MEETINGS • I attended Kalispell City Council meeting to speak in favor of the City accepting the Historic preservation grant. I have met twice with Katharine and Lucy to begin a work plan for the Historic Preservation Grant. The grant will close out August 2012. Downtown signage is part of this grant with the BID committing $20,000 matching funds to $20,000 grant funds for signage. An additional $20,000 in matching funds committed by the BID will go towards social media, advertising and marketing collateral. • Mayor Fisher would like to schedule a "town hall meeting" to talk about downtown sometime in February. She would like to hear from the public about parking, transportation issues and the possibility of a convention center. • Attended Business Days at the Capitol. We met with local legislators who are looking at workers comp reform, budget cuts, business equipment tax elimination and job growth. I requested that they continue to fund the Montana Main Street Program. COMMUNICATION/COORDINATION • Allegiant Air will be offering the LA flight beginning the first part of March or end of February. • Jim Ness and I met with Kevin Padrick of the Obsidian Group regarding Kelly Main Street Building to discuss the downtown, how the building fits into downtown and possible future uses for the building. • I am working with Jan Metzmaker from the WCVB to nominate Glacier National Park Centennial as the event of the year and Kass Hardy as the tourism person of the year. Do you want this to be nominated by the BID again? • We have been invited to have a listing in the Red Lion Hotel Directory. Wording should reflect why their patrons would want to go downtown. Montana Main Street Program • Scott Day with Urban Development Services will be scheduling a visit in April to present a seminar on business development and marketing plans. The agenda is being formulated. This is brought to us by the Montana Main Street program as part of their technical assistance program for member cities. EVENTS • Winterfest! Concert Series — BID support requested (Advertising $, Pam to take tickets at the door and make arrangements for the cash box with $100.00 change, will help with poster distribution) 1. Storyhill -February 5, 2011 —KM Theatre 2. Pine Grass — March 4, 2011 — KM Theatre 3. Pearl Jango — April — KM Theatre A Chocolat Affaire — Request to sponsor this event for $500.00. Come join your friends and family in downtown Kalispell Friday night, February 11 for "A Chocolat Affaire". If you enjoyed the December Art Walk you will love this event. Walk through various downtown businesses tasting a variety of chocolate treats and shopping for your valentine, a family member or friend. Various businesses will be offering sale items and some discounts. Shop, taste and judge the chocolate from 5:00 - 7:00 PM and then treat yourself to a wonderful evening of j azz brought to you by Don K Subaru at the newly restored Pastime building, 140 Main Street. Food, beer and wine will be available for purchase during the music from 7:00 until 10:00 PM. Prizes for the best Chocolate will be presented and drawings for door prizes through out the evening.
