The Kalispell Board of Adjustments does grant to the Flathead County an application for Use Variance of the old Kalispell General Hospital located on Block 203, Kalispell, Montana, under the following conditions, requirements and uses: I. Initial Requirements to be Met. A. That the County bring the building up to code requirements in accordance with the report dated December 11, 1975, a copy of which is attached. B. Parking. 1. That the main entrance doors on 5th Avenue East be closed to entrance from the outside and used only for emergency exit. Remove the house and garage, known as the Old Mills Home, on the Northeast corner of the lot. Convert every possible foot of space in Block 203 of Kalispell to off- street parking. 2. There will be no parking on the North side of 7th Street East in the block North of the hospital. 3. There will be no parking on the East side of 5th Avenue East in the 700 Block. 4. Angle parking only will be permitted on the South side of 8th Street between 5th Avenue and 6th Avenue. Any entrance or exit to the alley between 5th Avenue and 6th Avenue on the South side of 8th Street should be closed. The County is to pay for any expense of closing the alley. C. Time Requirements. 1. The preceding requirements are to be completed by September 1, 1976. II. Building Occupancy Permitted in Phase I and II. A. Only the following offices are granted permission to be in the building under Phase I. 1. Mental Health Program. 2. Health Department. 3. Women, Infants, Children. 4. Family Planning. 5. Sanitarians, including City Sanitarian. 6. Dental Health. 7. RSVP - Retired Senior Volunteer Program. 8. Council on Aging Program. 9. Nutrition Program. 10. Aging Information Coordinator. 11. NARP - National Association of Retired Persons. 12. Red Cross. 13. Family Services. 14. County Superintendent of Schools. -1- A. (Continued) The Welfare Department, including the Food Stamp Program and the Alcohol Administrative Office, are not given permission to be in the building due to the amount of traffic they would generate and due to the number of employees involved. B. The following offices are granted permission to be in the building under Phase II. 1. Study Commission (to January 1977.) 2. Park Department. 3. APO - Areawide Planning Organization. 4. Public Administrator. 5. Election Department. 6. Extension Service. 7. Refuse Disposal Office. 8. Library Storage. 9. General Storage for Various Offices. III. Future Study. A. Approximately October 1, 1976, a study is to be made by the Kalispell City Engineers Office and the Street and Alley Committee on what off-street parking is available after Phase I and II have occupied the building. B. Also at this time a study of the traffic flow is to be made in the area surrounding the old hospital to determine if there are any adverse effects. IV. Two Year Review Prior to Implementation of Phase III. A. On or about April 1, 1978, the Board of Adjustments shall review the Variance, and should the County be found in non-compliance with the Variance, the Board of Adjustments may alter or cancel said Variance. B. At this time a review of the traffic and parking problem will again be made and if the parking problem has become severe, then the County will agree to acquire sufficient additional off-street parking. C. After this study is completed, the Board of Adjustments will give a decision as to the feasibility of implementation of Phase III. D. At two year intervals beginning approximately April of 1980 and thereafter, the Board of Adjustments may review this Variance and may alter, amend or cancel said Variance. V. Building Inspection. A. The Kalispell Building Inspector shall have the right to view this property at any time and report to the Board of Adjustments. -2- "IN THE HEART OF THE NATION'S PLAYGROUND" KALISPELL, MONTANA 59901 December 11, 197.E Inspection report of the "Old Kalispell. General Hospital", located on jth Avenue East and 3t1h Street. Intended use of the building is for offices. Building classification r 2. Following are the changes needed to update the building to conform with the Uniform Building Codes. 1. 1 hour fire rating enclosure of exit stairs required.' 2. Doors must be self closing with no hold open device or may be held open with a smoke detection device and. -closed automatically. Door 2-lust latch in closed position. 3. 100 square inches at 4 inch wire glass held by steel frame is the only glazing permitted in fire doors enclosing exit stairs. 4. Chutes, ventilation ducts, dumbwaiters, etc, are required to have automatic closures at each floor, where they penetrate the fire walls. If these are unused they shall be blocked off at these locations by a one hour fire closuro. 5. Elevator in the old part of the building must be equiped with a 1 hour self closing door. 6. Areas of attic space ;must be subdivided with fire walls, each 3000 square feet. Has not been inspected. Y 7. General storage areas are required to be separat3d by 1 hour fire rated construction with self closing 1 hour doors. _ 2 2. Exit sins of sizes proper ro p p (5" letters) and directional arrows at all exits and turns in escape corridors. 3. If the combined gross floor area above grade exceeds 20,000 square feet, (neasuremants not taken) the fire alarm will need additional hand pull alarm stations at all exits and sounding devices in all areas that do not have one at the present time. I understand that the roof structure of the oldest section (middle section) is wood frame, which is not up to the codes. However, if all other items are updated and due to the excessive cost at this time; I do not believe this will be a great hazard to life. The boiler room and laundry have not been inspected, - but Would suggest conversion to a low pressure system not requiring 24 hour attendance to reduce the operating costs. % truly our R.
