I shall attempt in this correspondence to supply you with all of
the specifics that you have requested in our last telephone con-
versation. There was an indication that you could not set a
hearing date because of the lack of specifics; I must remind you
that your forms do not permit more than the information previously
submitted.
Flathead County has attempted to address itself to the present
uses it intends for the structure with some planning for future
expansion. Please note that administrative office use beyond
health related services do not begin to function until Phase II
of the overall plan.
The County is continuing to receive applications for space along
with numerous inquiries daily. We cannot intelligently answer
these requests until we have had a hearing before your Honorable
Board. The County does not want to deny the State of Montana
nor the City of Kalispell or any valid federal agency function-
ing in Flathead County space to accommodate its needs. The
County cannot, at this time, properly assess what may be avail-
able until the Board of Adjustments schedules a hearing.
I am informed that four members of the Board of Adjustments in-
tend to take protracted vacations in February. If our hearing
is not scheduled without delay, the people of Flathead County
will be greatly inconvenienced by the Board's inability to act.

Re: Variance
I must mention that we attempted to secure an answer as to the
need for a hearing over six months ago. It was not until Decem-
ber 19, 1975, that the Building Inspector informed the County of
the need for a variance. All forms supplied were completed and
filed January 2, 1976.
Enclosed herewith is a summary of present uses and future planned
uses. It seems that any additional information required by your
Board could be supplied at the time of hearing. Please set the
same at the earliest possible date.

MEMO OF THE ANTICIPATED USES IN CONNECTION WITH THE
VARIANCE OF THE KALISPELL GENERAL HOSPITAL BUILDING
It is the present intention of the County to embark on a three
phase program in connection with the use of the newly acquired
facility heretofore known as the Kalispell General Hospital and
associated structures. The three (3) phase program is required
because there will be a necessary time for relocation and eval-
uation of space in order to meet the most efficient uses best
suited to the requirements of the Flathead County government.
Attached hereto and marked Exhibit "A-l" is a summary sheet
showing the three (3) phase program now planned. In connection
with health related functions the following offices will immed-
iately take possession and/or begin to prepare space in this
facility in connection with health related programs really not
requiring a variance since the structure was heretofore used
for health related and hospital functions.
I. Rental Health Program:
The administrative offices for the mental health program will
be housed in this facility depending upon programs in process;
however, there will be no overnight facility arrangements for
patients and/or treatment beyond examination or clinical off -
premises treatment as is generally associated with the mental
health program as now functioning.
II. Health Department:
The health department will have its administrative offices
in the building and many of the following explanations as sub-
headings will really be sub -departments under the health depart-
ment function. For example
III. WIC (Women, Infants, Children)
IV. Sanitarian:
Including the City Sanitarian and the newly formed County -
City Sanitary Department under an interlocal agreement presently
being prepared for adoption, between the City of Kalispell and
Flathead County.
V. Dental Health:
This program is a sub -program of the health department and
will function, depending upon funding, the way it has in the past,
however only those administrative or examining offices will be
maintained in this structure.
VI. Aging Services:
Retired Senior Citizens Volunteer 'Program
Council on Aging Program
Aging Information Coordinator
Nutrition Program
RSVP (Retired Senior Citizens Volunteer Program)

These various aging services depending upon funding, will be
housed for administrative purposes in this structure with the ex-
ception of the nutrition program which is presently being admin-
istered in the St. Matthews cafeteria and kitchen. This program
which will function between 11:00 and 2:00 during the daylight
hours for a lunch program only, will be transferred to the better
kitchen facility and cafeteria facility at the new structure.
Kitchen and food services vocational training by Flathead
Valley Community College has applied for use of these facilities.
This also includes ADC training.
VII. Red Cross:
The administrative offices for the Red Cross will be quartered
in this building. It's present program runs to blood donations
and any emergency or disaster programs as may have to be administered
to from time to time.
NOTE: Blood bank use may be feasible in the future.
VIII. Alcoholic Administrative Officer:
It is the intention of Flathead County to use this administra-
tive office function only with no "detox" use or intended use in the
future, and in fact, the County is prepared to stipulate to no over
night care for "detox" and/or any other health related services in the
hope and effort to sustain property values and give a better comp-
lexion to the administrative use of this building in the residen-
tial neighborhood where it is located.
IX. Welfare Department:
Welfare department administrative offices for the purpose
of dispensing various welfare programs which from time to time
may exist, depending upon budgetary allowances.
X. Family Services:
Family services administrative offices for the purpose
of dispensing various family service programs which from time to
time may exist, depending upon budgetary allowances.
Application is pending for use for industrial arts training
by Flathead Valley Community College and associated laundry oper-
ations.
These premises could also be used for any school function
which could properly be housed and more beneficially developed
upon the premises.
Square footages required 20,000 square feet.
Approximate number of employees - 68.
Approximate number of automobiles - 60.
STTMMARY
Flathead County intends and is in the process of moving into the
new structure for all of the above -enumerated health related func-
tions. The hospital was supposed to have vacated the premises
completely by. January 19, 1976, however, their vacation of the
premises has not yet been totally complete as of the writing of
this exhibit. It is the intention of the County to utilize the

space for the above -enumerated programs depending upon the time
table of installation of telephones and other necessary adjunct
services to facilitate the use of these administrative offices.
Phase II addresses itself to non -health related functions with the
exception of the refuse disposal office which could be termed a
health related required service. Phase II in explanation is self-
explanatory in that none of the anticipated administrative uses
present an offensive use and/or would burden either the parking
facilities or the services of the building to such an extent as tc
cause any kind of a nuisance.
Phase III deals mainly with the courthouse offices of an adminis-
trative nature. The Commissioners, at this time, intend to prepare
the courthouse in the future to house just the Court and court -
related services. The Assessor, the Treasurer, other non -court
related services will be transferred to the new office building.
It is felt that this singular expansion of the courthouse for court
purposes only will save Flathead County the necessity and the need
for a new courthouse. Also, it will permit non -court related
administrative services now housed in the courthouse, to gain the
additional space that they require and would permit additional
storage of valuable records within the courthouse. The use of
the space in the newly acquired hospital facility for administrative
offices will depend upon square footage requirements by the various
departments hereinabove enumerated over the next two (2) to three
(3) year period and reutilization of existing space within the
courthouse compound and the office building located on First Avenue
West. When redistribution of these services occur, and a settling
of the departments is defined, it may permit some additional office
use in the building.
Flathead County remains ready and willing to stipulate that the
use and future use of the structure heretofore known as the Kalispell
General Hospital will be restricted to health related programs of
a non -overnight facility nature, and general administrative offices.
It is understood however that the office building may, during per-
iods of peak need by any singular department and/or administrative
office, function beyond one daylight shift. However, in the main
the daylight office hours of the building will be maintained except
for maintainence and required necessary overtime work.
