Dear Mr. Kukulski:
Over the past year there have been several attempts to realign the south
portion of Financial Drive into the Glacier Mall complex. We appreciate
your efforts in trying to facilitate this communication with Mr. Taylor;
however, it appears that arrangement will not be workable for American
Capital Group. Therefore, we would like to proceed with taking the project
to city council as presented to the planning board in early last year.
In previous discussions with the city, we have discussed alternatives of
using tax increment dollars to fund up to 50 percent of the road
improvements for Financial Drive. As I recall, there were discussions
involved creating the Subdivisions Improvements Agreement where the
improvements on Financial Drive would be delayed for a period of 5 years.
During that time, any tax increment revenue generated from the activity on
the subdivision would be earmarked for up to 50 percent of the cost of
improvements on Financial Drive. The developers would be responsible for
the remaining 50 percent cost of construction. The developer's guarantee
for the remaining 50 percent of the cost of construction would be stipulated
in the Subdivision Improvements Agreement in the form of a potential lien
against the lot with the Cascade Office Building.
I realize it has been several months since we have discussed the referenced
project and the funding mechanisms in the Subdivision Improvement Agreement
for the referenced project. If you recall the parameters of the anticipated
Subdivision Improvements Agreement to be different than those proposed
above, we wish to further discuss the project to ensure that we are all in
agreement on how the project is to be completed. We are open to meeting
with you and other members of your staff.
