Re: Meridian Road Extension
Dear Bill:
In our telephone conversation this morning, I advised you
that I would write you a letter confirming the action of
the City Council at their meeting on Monday, March 25, so
that you could officially inform your client, Northwest
Health Care. I have reviewed Al Thelen's memo to Council,
dated March 18 and my notes on the meeting to ascertain the
action of the Council.
The City, prior to the meeting of March 25, agreed to fund
certain expenses arising in the extension of Meridian Road
including design and inspection for the project which will
cost the City approximately $12,800.00. Northwest Health
Care and certain other individuals affected by the project,
as of last week, were considering funding the actual
construction of the street without implementation of a
Special Improvement District.
The installation of a light (costing at latest estimate
$15,000.00) at Meridian and U.S. #93 was not discussed
until late in the process and your clients were reluctant
to pay for the light as part of the project. The Council,
after considerable discussion of the situation, determined
that it would be appropriate for the City to finance } of
the construction cost of the light, as well as the costs
previously agreed to, if your clients would proceed to
construction of the project posthaste. The City desires to
fund its costs in this year's fiscal budget which ends June
30, 1996.

RE.: Meridian Road S.I.D. and Signal
Will you advise Mr. Astle of the council's decision last night
whereby the City would share in the cost of the signal on a 50/50
basis with the Northwest Health Care Group in order that the street
improvement could move ahead. The City has the funds in this
year's budget to cover our cost of the signal, however I'm not sure
that those funds will be available after June 30.
It would be helpful if they could make a decision before that date
and if they would prefer to move ahead with the creation of a
S.I.D. so that Developers Diversified would pay their fair share,
they should so advise.
