Memo Hansz/Irrigation Water Service (2)�IA MEMORANDUM May 26,1998 To: Glen Neier, City Attorney From: Jim Hansz, Director of Publi Works Subject: Irrigation water service Dave Greer stopped by the office today to discuss signing up for irrigation water service for the five park/greenbelt areas in the Buffalo Commons development. These park/greenbelt sites were a City requirement for the development. The attached drawing shows these five sites and meter pit locations. Upon review of the City's water regulations and the 1996 amendments, relevant copy attached, it appears impossible to provide irrigation service for these park sites within the present policy language. There is no authorization for providing irrigation as a stand alone service, it must be in conjunction with residential or commercial service. In fact, the language is very specific that irrigation service is not permitted. We provide irrigation on a regular basis to our parks department and as a metered item to regular residential and commercial customers. But, I am puzzled as to why we deny this option as a separate service category within the City, especially when we routinely require park -style landscaping in developments. It appears to be an area that needs review. Can you please look at this situation and let me know whether I am misreading this regulation? Is there authorization for irrigation service some place I am unaware of? If this is denied by the present regulation, then can you recommend language for a revision? I would suggest including: • A connection fee of $600.00, to include a 5/8" meter. • Cost of meters larger than 5/8" to be paid by customer with credit given for a 5/8". • A water rate of $.75/1000 gallons per schedule C. These suggested elements are consistent with current policy regarding general water service. If they are made specific for irrigation service we could provide this service without problems. Dave Greer would like to arrange irrigation service as soon as possible. Please let me know what you think about this and whether any action by Council is necessary to move forward. If Council action is required please let me know what I can do to expedite the process. No minimum monthly fee will be assessed against these separate sprinkling services except during the Sprinkling Season. No Sewer Fees will be assessed against these separate sprinkling services unless water is used for other purposes (which is prohibited in the Rules and Regulations.) Where usage other than during the Sprinkling Season is indicated this separate service may be cut off and charged per Schedule A rendered for that usage. Separately Metered Sprinkling Services are permitted only in conjunction with usage through a service to a dwelling or commercial account and will not be provided for irrigation purposes.
