The above cited portion of Commons Way (Formerly referred to as Northridge Drive in the
Construction Contract Documents) has been designed and constructed in accordance with City of
Kalispell approved plans and specifications and City Design Standards (April 1996).
This Certification of Completion covers that portion of the Buffalo Commons PUD which is
generally described as Phase II. All improvements have been completed.
The Phase lI area includes water, sanitary sewer, storm sewer, paved streets, sidewalks and curb
and gutter and underground utilities (electric, natural gas, cable tv, and telephone) are in place
and stubbed to individual lots.

Storm Drainage System: All storm drainage pipes, detention ponds and outlet structures have
been installed in accordance with the approved plans ans specifications.
Asphalt Pavement: All asphalt has been installed as per plans, Laboratory results of Marshall
Density tests, held density tests, core density tests, and core thicknesses indicate that the
pavement is in substantial conformance to the approved plans and specifications.

Attached to the December 18, 1997 Certification of Completion were the original approval letters
from the Montana Department of Environmental Quality (DEQ) for both the overall Buffalo
Commons PUD - Site Development and Phase Two work.
