11-24-10 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY
Wednesday, November 24, 2010
Lower Level Main Conference Room
201 First Avenue East
ATTENDING:
Paul Burnham, Asst. City Engineer Jeff Clawson, Building Official
Chad Fincher, Parks Superintendent Tom Jentz, Planning & Building Director
Charlie Johnson, Construction Manager Rebekah Wargo, Asst. Civil Engineer
P. J. Sorensen, Chairman
HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Johnson is going through the list with Fincher to
update it.
Foxtrotter — Jentz clarified that part of their bond, $4,500, is for Parks. The Parks issue we let
go because they only created one addition lot so it's exempt. We cannot ask for park land
requirements. If they create one more lot, we would get parks. There is a $2,500 portion for
bike/pedestrian trails. We should take that and put that into our sidewalk program. That is the
estimated cost of construction for the piece that they split off that had the house on it right along
Stillwater. Burnham stated that we can take it as cash in lieu of sidewalk, put it in that account,
and add it to the list that clarifies what it came in for. This doesn't guarantee that we will use it
right there. We put it away so that when that project does come back in, we can build the
sidewalk there if we want to and we will have the funds available to do it. They will need to
provide a check to the City. Jentz noted that his department will be upgrading the Growth Policy
Plan and will include sidewalks. They could incorporate a GIS layer that has sidewalks existing,
sidewalks missing, and cash in lieu of sidewalks paid.
OLD BUSINESS: Immanuel Lutheran Home/Buffalo Hill Terrace — Public Works is working
with them on their improvements. They are still trying to work out the piece of curb that didn't show
up on the plans. The setback issue has had no response back.
NEW BUSINESS: KRMC — 310 Sunnyview Lane; first phase of hospital expansion (internal
structural work only) Burnham noted that this is another step that has been taken over the last few
years where we don't have an overall plan from them. Sorensen explained that we do with the PUD.
This plugs right in with the PUD and the PUD has been through Public Hearing and Recommendation
of Approval by the Planning Board and will be moving to the Council on December 6th. They are also
conditioned to submit a Pedestrian Plan, but Burnham would like the Pedestrian Plan to be submitted
now. The committee will check with Conrad on the timing of the submittal of the Pedestrian Plan.
They are not expanding the building at all as part of this. The Expansion Plan will probably come in
in January. This first phase is preparation work in the existing buildings for the expansion.
PLANNING OFFICE ITEMS: Due to the holidays, there will not be a December meeting.
OTHER REPORTS: Spring Prairie Phase III meeting is scheduled for December 2nd at 1:30 p.m.
in the lower conference room.
The meeting was adjourned at 10:35 a.m.
Recorded Minutes were transcribed by Kathy Kuhlin, Recording Secretary.
