Kukulski, City Manager SUBJECT: Monthly Activity Report for April 2004 FROM: James C. Hansz, P.E., Public Works Director/City DATE: May 4, 2004 Highlights of monthly activity for the operating divisions of the Public Works Department for the month of April 2004 are as follows: ENGINEERING DIVISION • Participated in work shop with MDT and FHWA in Helena to review bonding options for Meridian Road project. • Made presentation to Montana Transportation Commission at their meeting in Butte to outline City efforts and progress to fund Meridian Road project. • Continued preparation of FY 04/05 budget. • Supported plan -in -hand review of utility relocation portion of Meridian Road project. • Reviewed construction plans for Ashley Park, Phase VII (30 residential properties). • Reviewed construction plans for Orchard Village (56 dwelling units). • Met with Grandview Drive adjoining landowner regarding land transfers and easements required for the proposed pump station. • Prepared student traffic safety plan for Trinity Lutheran Elementary School. • Assisted the Public Works Project Manager with the layout of sidewalk projects. • Prepared cost estimate for bollard installation at Hedges Elementary School. Met with Principal Vidal to discuss bollard cost estimates. • Began work and research on West Center Street streetlight pole relocation project. • Generated System Development charges for various projects. • Continued periodic construction observation of Ashley Meadows S/D, North Meadows SID, and Stratford Village, Phase III. • Held pre -design conference with architect on new multi -family development proposed for Appleway Drive. • Continued construction coordination with Morrison-Maierle regarding U.S. 93 South utility construction and initiated weekly progress meetings. • Held design progress meeting regarding the Grandview Drive sewage pumping station. • Construction began on the 2" a Street West and 2ad Avenue West parking lot. • Approved shop drawings for the 2ad Street West and 2nd Avenue West parking lot project. ENGINEERING DIVISION continued... • Attended site conference at El Dorita Lift Station site regarding placement of telephone pedestal. • Held preliminary design conference with engineer regarding a development South of Foys Lake Road in the Valley View Drive area. • Ordered bollards for Hedges Elementary School. Delivery is scheduled for mid May at the City shops. • Performed site review for driveway permit. • Began research for Pump Station #8 cavitation project. • Responded to citizen inquiry about street signage around Washington Park. Playground signs to be installed. Traffic counts to be performed at intersections of 6"' Avenue WN and West Oregon and West Washington Streets. • Determined System Development Charges for several proposed projects. • Made construction observation of Glacier Village Greens, Phase 14. • Assisted project manager with concerns regarding the underground petroleum tank found on the parking lot project at 2nd Street West and 2nd Avenue West. • Attended start up for Blue Herron Subdivision sewage pumping station and generator. • Assisted City surveyor with survey of alley between 1" and 2nd Avenues East as part of cross connection correction project. • Made site visits to inspect subdivision and count fixtures for unauthorized sewer service connections at 2400 Hwy 93 South. • Began review of Hedges traffic survey. Preliminary assessment includes the need for crosswalks on 3rd Avenue East and South Woodland Drive. • Responded to citizen inquiry about manhole east of Woodland Park. • Supported weekly Site Review Committee meetings. OFFICE AND STAFF There were 7 emergency call -outs for the month of April: Water Division — 1 Sewer Division — 3 TSS Division— 3 Street Division - WWTP - Total — 7 CENTRAL GARAGE 101 Repair orders were completed during the month of April: ■ Police - 17 ■ Streets — 27 ■ Fire — 8 • Garbage -12 • Others - 37 • Total — 101 • Continued regular maintenance of City vehicles and machinery. • Replaced bits on Parks Department stump cutter. • Replaced grabber bar and insert on garbage truck. • Replaced rear tires on two Street Division's tandems and one garbage truck. CENTRAL GARAGE continued... • Continue mounting summer tires on City vehicles. • Replaced vacuum impeller on Sewer Division's Vac Con truck. • Rebuilt brakes on police car. • Serviced and replaced timing belt on Parks Department Toro mower. • Rebuilt hydraulic motor on Elgin sweeper. • Replaced front brakes, rotors, and wheel bearing on Street Division's truck. • Held weekly safety meetings. SANITARYISTORMSEWER DIVISON Continued video and jet cleaning of sewer lines Monday through Thursday. Performed weekly maintenance of twenty-one lift stations each Friday. Held weekly safety meetings. SOLID WASTE DIVISION • Delivered 13 containers to new customers: 2-90 gallon, 8-100 gallon, 1-400 gallon, 2-300 gallon. • Repaired 7 containers: 3 — 90 gallon, 1— 300 gallon, 3— 400 gallon and responded to 6 violations. • Continued weekly garbage service and alley cleanup. • Continued pruning in City alleys. • Held weekly safety meetings. STREET DIVISION • General operations and maintenance of City streets and alleys. • Power washed sidewalks in various locations within the City. • Removed trees and shrubs for the sidewalk project: 5`" Avenue WN, West Wyoming, and 41" Avenue WN. • Assisted the Parks Department hauling pit run to Woodland Park. • Held weekly safety meetings. WATER DIVISION WATER PRODUCTION & STORAGE: • Produced 75 M gallons of water: 18 M gallons upper zone and 57 M gallons lower zone. • Injected 244 gallons of sodium hypochlorite, 12% solution to maintain an average chlorine residual of 0.28 PPM throughout the system. • Continued daily monitoring of all pump stations and routine maintenance on all pumps, motors, chlorination equipment, analyzers, grounds, buildings, controls, testing, water sampling, and record keeping. • Repaired flapper valve on reservoir and over flow pipes. WATER PRODUCTION & STORAGE continued... • Cleaned out ditch for over flow channel. • Repaired leak in over flow pipe (10") at Lawrence Park Road. • Purchased scaffolding and received shipment of 1200 gallons of sodium hypochlorite. • Scrapped paint and primed pipes at Buffalo Well. • Reviewed Vulnerability Assessment Report and mad recommendations. • Repaired pipe bracket at the Armory Well and replaced sample line valve at Depot Well. • Ben Van Dyke successfully completed a recertification course on backflow preventers in Great Falls. • Replaced chlorine pump at Depot Well with rebuilt pump. • Shut down Noffsinger Spring pump station due to high water and high turbidity in Stillwater River on April 9`h WATER CONSTRUCTIONAND SYSTEM REPAIR: • Tagged 65 delinquent accounts on the West Side of Kalispell. • Meter maintenance and change out on going. • Completed 127 work orders during the month April. • Continue to fill fire hydrants. • Repaired 6" water main at 520 8th Avenue West. • Cleaned valves on the east side. • Repaired driveway at 6 Parkway. • Completed dig at Commons Way to locate water main. • Hauled pit run to Woodland Park pool. • Completed an 8" tap on Sunset Court. • Dug and repaired curb stop at Woodland Park. • Repaired fire hydrant at 1" Avenue East and P Street East. • Repaired 4" bell joint at 1220 P Street West. • Ran a new water service from main to curb stop at 215 5th Avenue East. • Dug and repaired overflow line at Lawrence Park. • Clean valves at Cooper Drive & NW side. • Repair 8" bell joint at W. Washington and 5`h Ave WN. • 16" x'/a" tap at 1069 Meridian. • Repaired 2" service line at WWTP at bridge. • Attended foreman's meeting at WWTP. • Ran two new 3/a" service lines from main to curb stop at 414 4`h Avenue East. • Maintenance on valves and fire hydrants. 0 Held weekly safety meetings. TRAFFIC SIGNS & SIGNALS DIVISON • Continued regular maintenance of signals, signs, luminaires, barricades, sight obstructions, Airport lighting, alley lighting. • Removed Ducks Unlimited banner and installed NRA Friends banner. • Finished traffic count on loth Street West • Replaced two stop signs, poles and breakaways at: 2nd Avenue EN & Idaho (due to accident) Woodland Park Drive at entrance to Woodland Park • Installed new street name signs on the signal mast arms at: lst Avenue West & 2°a Street West 1" Avenue West & 4th Street West I" Avenue West & West Center Street • Installed four new street name signs at East Center Street and 1st Avenue East. • Installed new street name signs at 1" Avenue East and 2"1 Street East and at 1st Avenue East and 4th Street East. • Installed new poles and signs at the west entrances to Albertson's parking lot and two new "No Left Turns" for south bound traffic on South Meridian Road. • Spotted the 00 block on 1" Avenue West where stripes were faded. • Signed and barricaded for house fire at 11 5th Avenue East. • Signed and barricaded for dig at Lawrence Park for the Water division. • Installed two new street name signs at North Main and East Oregon Street. • Removed Friends of NRA banner and put up the Artist & Craftsman banner. • Removed broken luminaire base on 1st Avenue East in the 100 blk. • Replaced one missing 25 mph sign on Woodland Avenue in the 700 block. • Responded to one "stop" sign knocked down — reinstalled. • Drilled holes and installed four breakaways and poles at Trinity School. • Delivered candles and cones to the Kid's Sport Complex for the Police Department's driving school. • Weekly safety meetings held. WASTEWATER TREATMENT DIVISION • 224 Work orders were completed during the month of April. • 460 Lab tests were performed during the month of April. • 24 Loads of sludge were hauled during April. • 100,920 pounds of bio-solids were pressed. • Permit Report for March 2004: There were no permit violations. The total month flow was 90 million gallons with an average daily flow of 2.9 million gallons.
