09-16-10 Parking Commission MinutesKALISPELL PARKING COMMISSION MONTHLY BOARD MEETING MINUTES Date: September 16, 2010 Location: KPC Conference Room In attendance: Chairperson Janet Clark, Ron Trippet, John Hinchey and Joel Schoknecht. Minutes recorded by: Karen Durado, KPC Office Manager 1. Call to Order: Called to Order at 7:33 a.m., By: Janet Clark, Chairperson 2. Approval of the Agenda: Moved by Joel, second by John. Approved by all Board Members. 3. Approval of August 19 Board Meeting: Moved by Joel, second by Janet. Approved by all Board Members. 4. Hearing of the Public: There were no guests. 5. Approval of Financial Statement of August 2010: Moved by Ron, second by John. Approved by all Board Members. 6. Updates from KPC: Street Update - Jack Jack informed The Board that the Knead restaurant is closed and the parking lot is currently being used by Crevier students. Discussion followed regarding current boot process. Vehicles can be booted at $30.00 but we are currently working on those at $50.00 or more. KPC Office Update - Karen See attached Office Managers Report Ron motioned to order 2 new printers for the KPC office, second by John. A $500.00 limit was set for the total purchase amount. Approved by all Board Members present. Discussion followed regarding limiting the amount of color printing done in our office. Unfinished Business: Lot Contracts Montana Building We are in the process of renewing our contract with the Montana Building. Rex Boller has been hired to manage the building. Charlie (City Attorney) is currently working on a new contract and Jack will be monitoring the lot when the contract is complete. New Meter Machine in Eagles Lot The purchase of the new ticket machine was approved at the last meeting. However, since the new part was installed it has been working fine. It was decided that we continue to use the current machine as long as possible since it appears to be working well with the new part. Lot Maintenance Ron updated The Board on the current lot maintenance schedule. At this time all ten lots are sprayed and garbage is picked up on a weekly basis. Ron spoke with Mike Baker regarding the shrubs in the various lots. The only lot that we potentially have water to is the Keno Lot. Ron spoke with Mike Baker regarding the dead Mountain Ash on the corner across from the VFW and Athletic Club. Mike stated that they would not get around to removing it for a long time and said if Ron would like to remove it on a Sunday afternoon he could. Ron would like to straighten the concrete re -bars and replace the broken ones in the Valley Bank Lot before the snow falls. He will check the city shop to see if they have any available to help in replacing/repairing them. Joel expressed concern regarding the standing water in front of his salon since the Valley Bank Parking Lot repairs were done. He stated that is will be a safety concern once it starts to freeze. Janet will notify Jane (City Manager) to discuss what should be done. Ron wanted to verify that the bench and garbage can will not be replaced on the corner of Valley Bank Lot. The Board verified that they will not. Snow removal for lots and sidewalks An ad has been placed in the Mountain Trader requesting bids for plowing and shoveling. The ad will run for two weeks starting today and bids must be received in our office by October 1st. Discussion followed regarding bids that have already been submitted. 7. New Business: Ron brought up the possibility of changing the tickets to include a one -hour parking violation. We recently purchased 2000 tickets so when we start to run low we will discuss possible changes to be made for future orders. Tickets: 380 tickets written for a total of $3,850.00, 62% collected Parking Permits: Permits down $7,942.00 from last month, down $1,277.50 from last September Collections: CPI income for September - we received a check for $49.12, we owe them $14.00 The Boot: The boot was used 11 times for a total of $1,015.00 ($630.00 fines, $385.00 boot fees) Occupancy Report: Eastside capacity is at 78% and Westside is at 71% for a combined total of 74 Meters — Up $359.24 from last month, up $124.60 from September 2009 Notices — Current for those that have addresses. UNFINISHED BUSINESS: Office remodel — I spoke with Hollister on September 271" regarding unfinished office repairs/remodel items. Hollister returned on September 281" and we did a walkthrough and took notes of all of the items that have not been completed. Later that day someone showed up and repaired the broken lights and replaced all bulbs that were out. NEW BUSINESS:
