HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Montana Club — the second set of stairs are not an
issue, and the bond can be released on this. Sorensen will write a letter regarding this.
OLD BUSINESS: Immanuel Lutheran Home/Buffalo Hill Terrace — expansion of existing
nursing home and senior living apartments. Jeff Walla is here on behalf of this project. Parks is
fine with this project. Public Works was surprised they had removed so much sidewalk. Trees
will be going onto the back side property. Are there plans to expand the rest of this loop to get
the 20' fire lane (the northern part was expanded, but it looks like the rest is under that)? Walla
stated there are no plans to expand it because it is existing. We will need Diehl's comments on
this. They will need an off -site parking agreement that would get recorded on the Buffalo Hill
Commons site that says they have 16 spots that would go with Immanuel Lutheran Home. That is
something the City is a party to so they can't dissolve it without the City's consent. If they find
other places on site where they can be developed, that's fine. One concern Sorensen has is the
future fellowship hall that would come out into the middle of these parking spots. But their
amount of parking is right where it needs to be between the two properties, so any parking spots
they take out would leave them with a shortfall. There is still a setback issue with the eave
encroachment and they will need to eliminate the eaves. The sign location and type of light
fixture doesn't work with that sign. The one-way may need to be addressed. Some comments on
the loading berth area. The PILT needs to be completed also. Sorensen will e-mail these
comments to them. Three items were also e-mailed from Mark Crowley regarding this project.
Public Works would like to get a set of plans to do a thorough review, i.e. driveways, ADA ramp
location, etc. they are doing their sub -surface work right now. The setback could shift the
building. Public Works will send them a letter within the next week with their comments.
Building and Fire will need to approve this. They found an old 4" water main running through the
property in an old vacated right of way that used to bisect the property. Walla stated they will
have the City tap into that main before they cut it, just to make sure the pressure bleeds off and
it's not connected somewhere else.
Syke's — 202-2nd Avenue West; revisions to building and parking lot proposals — still talking
about revisions to the parking lot. One is to add some trees and one is the parallel parking spot,
but they haven't gotten to that yet. They took some of their changes, mainly to the building,
through Architectural Review, which did impact the landscaping area, and they were approved.
Hutton Ranch Pad G -150 Hutton Ranch Road; new retail building —shell only. This is located
opposite Pad D and is next to Wal-Mart. This building is proposed as a four tenant building. The
updated site plan shows the property lines that go around. There are no issues with drainage. The
fire line and hydrant line came off the same service, which is not allowed. We need certification from
the engineer that flows for the building will be available. This could be a liability for the City if there
is no certification. Bezat stated they plan to abandon the hydrant. Public Works will need to have a
letter from our fire chief signing off on this. They are set up to pour at 1 o'clock today. Parks is
okay with this project, and fire had no issues last week. The permit will be issued today with the
condition regarding the Fire Dept. letter.
NEW BUSINESS: Sherwin-Williams — 45 — I't Avenue E.N.; convert general retail to paint
store— they are looking at going into the old Dollar Store building next to Super One Foods. This
would be a change in the type of retail. This change could be an issue for the Fire Dept. Public
Works will take a look at it as far as storage and containment. They want to do a free standing sign
and some wall signs. They may reseal and stripe the parking lot — haven't seen any plans. They will
be getting a building permit. We will be asking for MSDS sheets regarding anything they are going to
have in there in the way of chemicals and quantities.
1331 Highway 2 West — Ashley Square Mall — change of use to office space (a collection agency).
It looks like everything is internal. Not much foot traffic. They will be getting a building permit.
Dwain will get a copy of the plans for Public Works to review.
PLANNING OFFICE ITEMS: Kalispell Regional Medical Center — six phase expansion plan -
this will be coming in as a PUD. The conditions will include a pedestrian plan and a traffic study
when they do one of the parking garages. No one had any additional comments on this.
OTHER REPORTS: Scoreboard Pub & Casino — 75 Woodland Park Dr — we have received an
Administrative CUP application regarding the added covered smoking but in the back of their site.
Certificate of Occupancy Process - Regarding the CO process, letters are sent to all departments for
approval. If they are signed, the Building Department will issue the permit. Any conditions you add
will need to be enforced by you. If the conditions need to be met first, then don't sign it or send it
back disapproved.
